The Executive Office on Aging (EOA) is seeking proposals for the Kupunaloha Pilot Program to provide in-home health care and support services for elderly individuals on Oahu who do not qualify for existing programs like Medicaid and cannot afford private care. The contract period is 9 months, from October 1, 2026, to June 30, 2027, with a total budget of $1,800,**** non-mandatory orientation will be held online on August 12, 2026. Proposals must be postmarked by USPS on or before September 4, 2026, and received no later than 10 calendar days after the submittal deadline. Private mail deliveries must be received by 4:30 p. m. HST on September 4, 2026. Written questions are due by August 19, 2026. The program aims to integrate volunteer caregivers, family caregivers, and licensed paid caregivers into a coordinated, technology-enabled care model.
Proposals must be mailed, postmarked by the United States Postal Service (USPS) on or before September 4, 2026, and received no later than 10 calendar days from the submittal deadline. Proposals mailed via private mail services such as FedEx or UPS must be physically received by 4:30 p. m. , HST on September 4, 2026.
Payment to the provider shall be made on a reimbursement basis for the Kupunaloha Pilot Program services rendered. Total payment under this agreement shall not exceed $1,800,**** are due no later than 30 days after the milestones or services rendered for each month.
Proposals will be evaluated in three phases: Phase 1 evaluation of proposal requirements, Phase 2 evaluation of proposal application, and Phase 3 recommendation for award.
Providers must be a profit corporation or a nonprofit organization exempt from federal income tax. If a nonprofit, it must have a governing board with no material conflict of interest and serve without compensation. Providers must also partner with licensed in-home health care agencies and ensure staff and volunteers complete mandated training.
An applicant aggrieved by an award of a contract may file a protest within five working days of the postmark of the notice of findings and decision.
Proposals may be rejected for failure to cooperate or deal in good faith, inadequate accounting system, late proposals, inadequate response to the request for proposals, proposal not responsive, or applicant not responsible.
The total budget for the Kupunaloha Pilot Program is $1,800,****.
