Request for information and comments on a draft Statement of Work (SOW) for Medical Emergency Alert Devices (MEAD). The VA seeks to procure a system for emergency monitoring in and out of the home, providing independence and peace of mind. Interested parties should submit capability statements, including business size, type, and any schedule contracts. Feedback on the draft SOW and technical requirements is requested. Responses are due by 3:00 PM Eastern Time on August 10, 2026.
Regular deliveries within the continental United States shall be made within 7 business days after receipt of a delivery order and expedited delivery within 3 business days. Regular deliveries within the U. S. territories shall be made with 14 business days for regular orders and expedited delivery within 7 business days.
The contractor may accept payments for written orders made using the governmentwide commercial purchase card. Invoicing instructions will be identified in delivery orders. The contractor shall not process a transaction for payment through the purchase card clearinghouse until the purchased supplies have been accepted.
The offeror shall provide device warranties for a minimum of one 1 year. For damaged devices, a new device would be ordered if it cannot be replaced under warranty, or the period of warranty coverage has expired. All damaged MEADs that fall under warranty and are within the warranty period will be replaced at no cost to the veteran or the VHA.
Interested parties should submit a capability statement including business size (large/small), type of business (small disadvantaged, women-owned, hub zone, veteran-owned, service-disabled veteran-owned, 8a), and whether the company maintains any schedule contracts. They should also identify if they are a distributor or manufacturer, the type of MEAD offered, manufacturer name, and country of origin.
