The contractor shall ensure that all employees and/or subcontractors have adequate knowledge of commercial cleaning chemicals, equipment, and techniques necessary to perform work.

In the event of a noshow by the cleaning contractor, the normal cleaning daily items may be deducted from any amounts due and owing under this contract.

Delivery is expected within 120 days after contract award.

The offeror must show terms of any express warranty.

Award will be made on a best value basis, considering price and technical capability.

Offerors must be small businesses and act as tier II installers, purchasing carpet materials from mandatory tier I manufacturers.

Late submissions will not be considered unless received before award and the contracting officer determines it would not unduly delay the award.

Past performance from subcontractors can be submitted in support of the prime contractor, yes, in accordance with the solicitation requirements.

The project completion date is requested as soon as possible and may be an award consideration. Bids are due by Friday, June 19, 2026, at 10:00 AM ET.

Payment terms are as per bid.

A general warranty of a minimum of one year for labor and materials is required. Manufacturer warranties also apply. Filter vessels require a minimum five-year warranty.

The award will be made to the lowest responsible, responsive bidder or the best solicitation meeting quality and performance standards, determined to be in the best interest of the City.

Contractors must be qualified and licensed in the state of Tennessee, with documented experience in commercial aquatic facility renovations, commercial pool plumbing systems, and commercial pool resurfacing.

In case of contractor default or failure to provide material or service, the City may cancel the contract and acquire from another source, recovering any excess costs. Failure to comply with confined space requirements can lead to immediate suspension of work.

A mandatory pre-bid site visit is scheduled for June 12th from 1 PM to 4 PM. The contractor's name must be on the attendee list to be eligible to bid.

Any protest to the award of a contract must be submitted in writing to the Director of Purchasing within seven calendar days from the date of the City's award decision.

Failure to attend the mandatory pre-bid site visit, failure to comply with confined space requirements, or failure to execute the drug-free workplace affidavit can lead to disqualification.

Work can only be completed during business hours Monday-Friday, 7:30 a. m. - 4:00 p. m. , excluding major holidays. Sample photos of completed work to be submitted with invoice and onsite approval from Resident Services Coordinator and Supervisor no later than 10 a. m. on July 2, 2026.

Contractor shall submit invoices for payment in a format acceptable to MDHA and shall submit invoices no more frequently than monthly for satisfactory and accurately performed services. Contractor shall be paid as work is completed and invoices are approved by MDHA. All payments shall be effectuated by automated clearing house (ACH). Invoices shall be submitted to accounts payable@nashvillemdha. org.

Offeror warrants that all goods under this quote shall be new, unused, current production models, where applicable and shall be free of defects in materials, design, and manufacture for the duration of the resulting purchase agreement. Contractor warrants that for a period of one year from date of delivery and/or installation, whichever is later, the goods provided shall be free of any defects.

Quotes will be evaluated and ranked on the criteria below that best fits MDHA's needs in MDHA's sole discretion. Ordinarily, quotes will be evaluated to identify the lowest responsible offeror.

MDHA is seeking proposals from qualified proposers. If awarded, MDHA will request any required licenses and insurance certificates.

If contractor fails to satisfactorily provide cure within thirty (30) days of breach identification, MDHA shall have the right to immediately terminate this contract and withhold payments in excess of fair compensation for work completed. Such termination shall not relieve contractor of any liability to MDHA for damages sustained by virtue of any breach by contractor.
