The City of San Luis Obispo is seeking proposals for transportation planning, engineering, and environmental compliance services for the South Broad Street Corridor Project. Services include community outreach, safety assessment, corridor plan development, and preparation of PSE and environmental documentation for a demonstration project. Proposals are due by July 23, 2026, at 2:00 PM. The estimated budget is $900,000. The award will be based on best overall value, considering responsiveness, qualifications, understanding, experience, timeframe, and cost.
All proposals must be received by the Public Works Department by 2:00 PM on July 23, 2026. Submittals received after said time will not be considered.
The city's payment terms are 30 days from the receipt and approval by the city of an original invoice and acceptance by the city of the materials, supplies, equipment or services provided by the consultant net 30.
The proposals will be ranked based upon: responsiveness and understanding of the project, 40%; previous project experience, 20%; proposed timeframe and schedule, 20%; proposed project cost, 20%.
Consultants must be qualified and experienced in community outreach, roadway safety planning and analysis, PSE document preparation, and environmental documentation. Resumes of assigned staff and a statement of past contract disqualifications are required.
The consultant must submit a statement regarding any past government disqualifications. Failure to disclose disqualifications could lead to contract termination or other penalties.
The city has approximately $900,000 in available budget to complete this scope of work and the demonstration project, which includes $400,000 in grant funding.
