The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government price and other factors considered. Award will be based on the offer that represents the best value to the government.

A site visit will be conducted at McGhee Tyson ANG Base, Building 263 on 24 July 2026 at 2:00 PM ET. Persons intending to submit a quote are strongly encouraged to attend the site visit.

Payment to the selected contractor shall be provided on a monthly basis upon concurrence of satisfactory completion of services by the COR for the previous month that service was provided. An invoice shall be provided to the COR via email for review and approval before being submitted on IPP for payment.

All applicable personal protective equipment shall be provided by the contractor to contract employees consistent with federal, state, and local laws. The contractor shall provide appropriate training to their employees and all necessary equipment and services required to perform cleanup of blood borne pathogens and fully comply with the requirements of the blood borne pathogen standard listed in 29 CFR **** h. 1. 5.

If the deficiency is not corrected within 24 hours following notification, the COR may request equitable adjustment in the form of a reduced payment to the contractor in an amount equal to the value of the service not rendered to the government. The government may at its discretion terminate the contract if the contractor does not improve performance during the 14day period or if repeated performance improvement periods are required.

Failure of a regular employee to receive a favorable suitability determination shall be cause for removal of the employee from the work site and from other work in connection with the contract. The CO or COR may require the contractor to remove any employees from park buildings or other real property should it be determined that the individuals is either unsuitable for security reasons or otherwise unfit to work on park property.

The proposal deadline is Tuesday, June 30, 2026, at 10 AM ET.

Quotations are sought from qualified small business concerns.

The period of performance is from 07/20/2026 to 11/02/2026. Special consideration may be given to vendors capable of completing delivery by October 2026.

The government intends to make award on a best value tradeoff basis. Technical capability is more important than delivery schedule, location and logistics, relevant experience and past performance, and price.

Offerors must submit a technical capability statement demonstrating the ability to fabricate and install a mobile laboratory camper meeting the requirements, and a minimum of three references for similar projects completed within the last five years.
