The Town of Fairfield is seeking competitive bids from qualified contractors.

The offer due date is July 27, 2026, at 17:00 hrs local time.

Payment will be made by the Financial Management Officer, American Embassy Kathmandu. Invoices should be submitted to the office identified in block 18b of the **** Added Tax (VAT) should be shown as a separate item on invoices.

Award will be made to the lowest priced, acceptable, responsible offeror.

Offerors must provide proof of SAM registration, demonstrate prior experience with relevant past performance information and references, and provide evidence of necessary personnel, equipment, and financial resources. They must also address their plan to obtain local licenses and permits.

A site visit is mandatory and will be held on June 15, 2026, at 10:00 am local time at Phora Durbar, Kantipath. Prospective offerors should contact ***@***. *. * for additional information or to arrange entry.

Offers that are unreasonably low or high in price may be rejected. Failure to comply with solicitation terms, including technical information requirements, can lead to disqualification.

Payment to the selected contractor shall be provided on a monthly basis upon concurrence of satisfactory completion of services by the COR for the previous month that service was provided. An invoice shall be provided to the COR via email for review and approval before being submitted on IPP for payment.

All applicable personal protective equipment shall be provided by the contractor to contract employees consistent with federal, state, and local laws. The contractor shall provide appropriate training to their employees and all necessary equipment and services required to perform cleanup of blood borne pathogens and fully comply with the requirements of the blood borne pathogen standard listed in 29 CFR **** h. 1. 5.

If the deficiency is not corrected within 24 hours following notification, the COR may request equitable adjustment in the form of a reduced payment to the contractor in an amount equal to the value of the service not rendered to the government. The government may at its discretion terminate the contract if the contractor does not improve performance during the 14day period or if repeated performance improvement periods are required.

Failure of a regular employee to receive a favorable suitability determination shall be cause for removal of the employee from the work site and from other work in connection with the contract. The CO or COR may require the contractor to remove any employees from park buildings or other real property should it be determined that the individuals is either unsuitable for security reasons or otherwise unfit to work on park property.

Proposals must be submitted by Tuesday, June 23, 2026, at 08:00 AM Lima time.

Progress payments are per FAR **** and FAR **** payments are 30 days after invoice acceptance.

A one-year latent defects warranty for all materials and labor is required, effective from the date of final acceptance.

The U. S. government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

Offerors must have an active registration in the System for Award Management (SAM) and provide an NCAGE code. Companies must be legally incorporated in the country and have been in existence for at least one year to provide warranty support.

Liquidated damages of **** for each calendar day of delay will apply if the work is not completed within the specified time.

A pre-proposal conference and site visit will be held on Monday, June 15, 2026, at 10:00 AM Lima time. Attendance is mandatory for site access.

Failure to have an active SAM registration or provide required identifiers may lead to disqualification. Incomplete proposals will not be accepted.
