Floor replacement services for the Albuquerque Indian Health Center. Project involves removal of carpet and VCT flooring, asbestos abatement of mastic, subfloor preparation, and installation of healthcare-grade sheet vinyl flooring. Facility will remain occupied during work. Period of performance is 40 calendar days. Site visits are optional and must be scheduled by July 28, 2026. Questions are due by July 29, 2026. Submission deadline is August 10, 2026. Evaluation is based on technical capability, past performance, and price, with technical and past performance being more important than price.
The period of performance shall be 40 calendar days from issuance of notice to proceed.
Payment will be made for services performed and accepted in accordance with the performance work statement (PWS), based on the unit prices quoted in the pricing table. Invoices must be submitted via the Invoice Processing Platform (IPP).
Provide a minimum of one 1 year workmanship warranty from date of final acceptance. Manufacturer warranties shall be transferred to the government.
Award will be made to the responsible quoter whose quotation conforming to the solicitation is determined to be most advantageous to the government, price and other factors considered. Technical capability and past performance, when combined, are more important than price.
The contractor shall conduct field verification of existing conditions, participate in and obtain approval of a preconstruction risk assessment (PCRA), and implement required infection control risk assessment (ICRA) measures. Certified abatement personnel are required.
Failure to implement corrective actions may result in termination for cause, particularly where performance endangers patients, staff, or government property.
