Should the contractor fail to complete the work within the time specified in the contract or within such extended time as may be allowed, the owner, as one of its remedies but in no way limiting owners use of other remedies may choose that the contractor shall be liable to the owner for all costs incurred for engineering and inspection, and such other expenses directly attributed by reason of the contractors failure to complete the work within the specified time, and such amount shall be deducted from the monies due the contractor not as a penalty but as damages sustained.
