All services must commence within 14 calendar days of purchase order receipt and be completed within 60 calendar days.

The tribe will evaluate submissions based on on-time and complete submission, license requirements, projected completion date, previous performance, statement of qualifications, current and pending workload, and pricing versus the market.

Bidders must be active, registered mold vendors with the tribe, have an existing service agreement, be the prime contractor, hold a current certified license, have a minimum of three years of experience, and maintain adequate insurance.

A mandatory pre-bid conference is scheduled for June 8, 2026, at 10:00 AM ET at **** Frank Shaw Court, Hollywood, Florida, **** is mandatory for award eligibility.

Questions must be submitted by June 11, 2026, at 5:00 PM ET.

Failure to attend the pre-bid conference, arriving more than 10 minutes late to the pre-bid conference, altering provided files, illegible or unintelligible submissions, or being unresponsive or unable to complete the vendor registration process may result in disqualification.

Proposals must be submitted no later than Wednesday, May 27, 2026, at 2:00 PM CST.

The services provided under the contract shall conform to all information contained within the RFP documents as well as applicable industry published technical specifications. The liability of the successful proposer to the ha except as to title arising out of the furnishing of the services or of its use under the terms of the contract shall not exceed the correcting of the defects in the services as provided under the contract, and upon expiration of the warranty period all such liability shall terminate except under the warranty for merchantability and the warranty of fitness for a particular purpose.

The award will be based on an assessment of the greatest benefit to the ACHA, not necessarily based on lowest cost. Evaluation criteria include staffing and qualifications (35 points), relevant experience and past performance (25 points), understanding of the required scope of service (30 points), and proposal pricing and fees (20 points).

Contractors must be qualified, bonded, and licensed, with a documented record of accomplishments providing the required services. They must also demonstrate their capacity and readiness to perform the scope of services immediately upon contract execution.

A site visit is required.

Protests must be filed in writing to the Contracting Officer within 10 days after the deadline for receiving proposals, receipt of notification of evaluation results or award, or when the protestant knew or should have known the facts.

Respondents may be disqualified for failure to comply with RFP specifications, improper contact with ACHA staff, or if their firm or principals are on the HUD debarment and suspension list.

Bids are due Friday, June 12, 2026, at 12:00 PM.

An optional site visit is scheduled for Tuesday, May 26, 2026, at 2:00 PM at 1 ferncroft road, Danvers, MA ****.

The estimated construction cost is $61,****.

Responses are due no later than 10:00 a. m. Central Standard Time, 4 June 2026.

Firms must be registered in the Systems for Award Management (SAM) database and complete electronic annual representations and certifications. Business information, including organization name, address, point of contact, business size, and socioeconomic status, is required. SDVOSB or VOSB firms must provide CVE verification.

All equipment bed frames standard and bariatric, mattresses with pumps must be inspected by biomed personnel prior to placing in facility.

Prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4. 11 required registration in the Systems for Award Management (SAM) database prior to award of a contract.
