The City of Cortez is seeking bids for the 2026 Recreation Center Roof Replacement Project. The project involves the complete removal and replacement of the existing roofing system, including insulation and membrane. Key requirements include a 20-year NDL manufacturer warranty, installation of TPO membrane, and ensuring positive drainage. A mandatory site visit and pre-bid meeting will be held on August 4th and August 6th, 2026. Proposals are due by 3:00 PM on September 9th, 2026. The award will be made to the most advantageous proposal based on technical approach, experience, project management, staffing, safety, job standards, and local presence, in addition to price.
Proposals are due by 3:00 PM on Wednesday, September 9, 2026. The project completion is anticipated to be 90 days from the notice to proceed.
The city will make progress payments based on the percentage completion of installed unit quantities. The city will retain at least five percent of each payment until final completion and acceptance. Final payment will be made 45 days after substantial completion.
The completed roofing system must be provided with a minimum twenty (20) year No Dollar Limit (NDL) manufacturer warranty, covering materials and workmanship.
Proposals will be evaluated based on technical approach, experience, past performance, expertise, project management plan, staffing plan, safety plan and record, job standards, and local presence, in addition to price. The award will be made to the responsible offeror whose proposal is determined to be the most advantageous to the city.
Firms must provide roofing-specific general contracting services within the last three years for at least two projects in excess of $100,000, demonstrate experience in projects of similar scope and complexity, and be fully insured with minimum combined single limits of $1,000,000.
In the event the project is not completed within the specified time, there shall be assessed against the contractor liquidated damages of **** per day for each calendar day the project remains unfinished.
A mandatory meeting and project site visit will be held for all interested vendors on Tuesday, August 4, 2026, at 9:30 am and also on Thursday, August 6, 2026, at 9:30 am at the Recreation Center. Interested vendors can choose which meeting to attend.
Proposals submitted without the required bid security will be considered nonresponsive. Failure to meet mandatory qualification requirements may result in disqualification.
