Evaluation is based on best value, not solely lowest price. Minimum qualifications include 5 years of construction experience and OSHA 10-hour training. Bonding and insurance are required. The zoo is an active public facility, requiring strict adherence to safety and operational coordination.
The successful contractor must be available to mobilize and begin work on August 24, 2026. Proposals from firms unable to meet this schedule may be deemed non-responsive.
Contractor shall submit applications for payment on a monthly basis, subject to review and approval by the zoo. Final payment is made upon substantial completion, punchlist completion, submission of lien waivers, and delivery of closeout documentation.
Proposals will be evaluated based on weighted criteria: Cost Proposal (30%), Technical Approach (25%), Relevant Experience (20%), Project Team (15%), and Project Management Controls (10%). Award will be made to the responsible proposer whose proposal is determined to be most advantageous to the zoo.
Proposers must be authorized to do business in Missouri, have a minimum of 5 years of construction experience or equivalent, demonstrate completion of at least three similar projects, provide required bonding capabilities, and comply with OSHA 10-hour training and prevailing wage requirements.
Failure to comply with prevailing wage requirements may subject the contractor to penalties. Unsecured or unattended gates may result in a $500 fine per occurrence.
A mandatory pre-bid meeting and site visit will be held at 9:00 a. m. CST on July 8, 2026. Attendees shall park in the north parking and meet at the entrance to the Living World entrance.
A protest concerning the terms, conditions, or specifications must be filed within five (5) business days after the basis of the protest is known or should have been known. A protest concerning the notice of intent to award must be filed within five (5) business days following issuance of the notice of intent to award.
Unauthorized contact with zoo employees regarding the solicitation may result in disqualification. Failure to meet minimum qualifications may result in rejection as non-responsive. Failure to demonstrate responsibility may result in rejection of the proposal.
