The proposal due date is September 23, 2026, at 2:00 PM Pacific Standard Time.

Pricing is based on a per member per month (PMPM) rate. Options include a comprehensive full-risk solution or a third-party administrative (TPA) model.

Proposals will be evaluated based on experience with geriatric and medically frail populations, access and provider network, ability to provide services at home and at a PACE location, PACE model experience, and price.

Proposers must have at least five years of experience providing dental care to the elderly population, a minimum of two years experience with the PACE model of care, and demonstrated capability to provide utilization reports in the standard 837d format.

Protests relating to the content of the solicitation or an addendum must be filed within five business days after the date Caloptima releases the solicitation or addendum.

Proposals may be deemed nonresponsive if they are conditional, include material exceptions, or if proposers violate communication restrictions.

Responses to this IFB must be received by July 22, 2026, 10:30 AM CT.

Payment will be made in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and detail the work completed.

The award will be made to the bidder who provides the best value to the state of Texas, considering meeting or exceeding requirements, ability to meet performance delivery, and price.

Bidders must have at least five years of relevant experience. Personnel assigned to perform services must be fully trained and have at least five years of relevant experience. The contractor must have a DDS degree.

Failure to comply with sole point of contact requirements, including discussions about cost information, may result in disqualification. Including assumptions in a response could also lead to disqualification.

The historical spend for the same or similar services was $45,**** for the period of one year.

The period of performance is estimated from July 15, 2026, to July 14, 2027.

Invoices shall be submitted through Wide Area Workflow (WAWF) within ten (10) calendar days of services rendered.

Award will be made to the vendor whose response is most advantageous to the government, based on a trade-off process.

Contractor personnel must possess valid and unrestricted licenses to practice dentistry in Nevada and comply with HIPAA, OSHA, ADA standards, and Nevada Dental Board regulations.

Quotations received after solicitation close or incomplete quotations that do not contain all stated submittal requirements will not be considered for award.

The bid notice states that vendors must provide company name, address, telephone number and email address 2. system for award management sam unique entity id 3. business size: large business or small business using the small business size standard. and any socio economic certifcations. 4. capabilities statements.

The contractor must be prepared to provide all required services starting January 1, 2025.

The contractor shall bill the residents dental insurance plans first, and then bill the AFRH only for amounts not covered by their insurance or for patients who do not have dental insurance. AFRH will be billed monthly.

The contractor shall provide a dentist, dental hygienist, and dental assistant with the following qualifications. All candidates shall have a minimum of two years professional experience. In addition, all licensed dental practitioners must submit to and pass the AFRH credentialing process.

At the CORs discretion, the contractor may incur a payment deduction for lack of compliance with the quality control plan, PWS or SDS.

The total amount of award is $260,****.
