The Town of Burnsville is seeking Statements of Qualifications from firms capable of providing engineering, planning, and construction inspection services for a water system improvement project. Submissions must include firm information, a work program timeline, water/wastewater experience, capacity and capability details, project management information, references, and fee schedules. Firms must be registered with the NC Secretary of State and the NC Board of Registration for Professional Engineers and Land Surveyors. Engineers performing the work must be registered professional engineers in North Carolina. The selected firm will be required to furnish proof of professional liability insurance. The bid notice states that the Engineering Report/Environmental Information Document (EREID) must be submitted before July 15, 2026. The submission deadline for qualifications is 4:00 PM on May 15, 2026.
Submissions will be evaluated according to the following factors: the consultants experience, knowledge, familiarity, and past performance with water and sewer design and services (20 pts); the qualifications and experience of the key staff to perform the scope of work (15 pts); adequate staffing capability and current workload of the consultant (15 pts); quality and completeness of response to the RFQ (10 pts); proposed work plan in line with the DEQ contract (10 pts); past performance and/or experience with the town (15 pts); and proposed fee schedule and hourly rates for the scope of work (15 pts).
Firms must be properly registered with the office of the Secretary of State and with the North Carolina Board of Registration for Professional Engineers and Land Surveyors. The engineers performing the work must be registered professional engineers in the state of North Carolina and must have good ethical and professional standing. The firm must have the financial ability to undertake the work and assume the liability, and will be required to furnish proof of professional liability insurance coverage in the minimum amount of $1,000,000. The firm must have an adequate accounting system to identify costs chargeable to the project.
