The government will evaluate offers according to FAR part 25 policies and procedures. For line items covered by the WTO GPA, US-made or designated country end products will be evaluated without regard to the Buy American statute restrictions. The offeror must certify, to the best of their knowledge, that they are not debarred, suspended, or ineligible for contract awards by any federal agency, and have not been convicted of or had a civil judgment rendered against them for certain offenses within the past three years. The offeror must also certify that they are not presently indicted or otherwise criminally or civilly charged with such offenses, and have not had delinquent federal taxes exceeding a certain threshold.
