Mesa County, Colorado is seeking proposals for routine maintenance and repairs of four TV translator sites. A mandatory pre-proposal meeting is scheduled for July 9, 2026. Proposals are due electronically by July 22, 2026, 2 PM Mountain Time, via the Rocky Mountain e-Purchasing System (RMPS). The contract will be awarded based on best value, not necessarily the lowest price. The contractor will be responsible for monitoring a phone number and responding to citizen calls within 24 hours, identifying and proposing solutions for system failures within 72 hours, and performing proactive site visits. The contract term is one year with four potential one-year renewals.
Proposals are due July 22, 2026, prior to 2 p. m. Mountain Time.
The contract states that payments are subject to and contingent upon the continuing availability of funds. Invoices must be submitted monthly with backup documentation for work completed.
Contractor shall provide a minimum of one year contractor's warranty, and submit manufacturer warranty information for county approval prior to product ordering.
The contract will be awarded to the most responsive, responsible, and best-value offeror, emphasizing value over price. Evaluation criteria include responsiveness, proposal quality, understanding of services, past performance, references, experience, resources, skills, strategy, financial reliability, fees, technology, innovation, customer service, and enhancements.
Respondents must demonstrate responsibility, including adequate financial resources, ability to meet completion schedules, satisfactory records of performance and integrity, and eligibility to contract with the owner.
In the event of failure to deliver services in accordance with contract terms, the owner may procure services from other sources and hold the offeror responsible for any costs resulting from additional purchase and administrative services. Breach of contract or default authorizes the owner to purchase like services elsewhere and charge the full increase in cost to the defaulting offeror.
A mandatory pre-proposal meeting is required for all prospective offerors on July 9, 2026, at 1 p. m. Mountain Time at the Mesa County Old Courthouse.
Protests must be submitted in writing to the Chief Financial Officer within seven business days after the aggrieved person knows or should have known of the facts giving rise thereto.
Direct communication about the project with county staff involved in the project, other than the purchasing representative, may result in disqualification. Proposals received after the closing date and time will be considered nonresponsive and not accepted.
