Request for competitive sealed proposals for the EWCRWS Infrastructure and Expansion Trinity Well and Phase 1D Projects. Proposals are due by 10:00 AM Central Time on November 3, 2026. The project involves critical expansion improvements to the Brazos River Authority's water treatment plant, including groundwater treatment from Trinity Well #1 and expansion of surface water treatment capacity. Mandatory pre-proposal meetings and site visits are scheduled for August 18 and August 20, 2026. Proposals must be submitted electronically or physically by the deadline. The evaluation criteria include proposal price, experience with similar projects, budget maintenance, schedule performance, and experience of key personnel. The contract may be terminated at any time by the BRA for convenience.

Proposals will be evaluated and ranked based on proposal price (50%), similar projects experience (25%), budget maintenance and schedule performance (15%), and experience of key personnel (10%). Proposals will be evaluated and scored based on the factors listed in the chart on the following page
