The City of Dayton is seeking proposals for Lead Hazard Contractor Training services. This includes initial certification courses for Renovation, Repair and Painting (RRP), Lead Abatement Workers, Lead Abatement Contractors, and Lead Inspectors/Risk Assessors. Training will be conducted in the Dayton, Ohio area. Proposals are due by June 23, 2026. The evaluation criteria include ability to meet requirements, experience, price, PEP certification, and local vendor status. There will be no pre-proposal meeting or site visit. Electronic submissions are required.
Proposals are due by 3:00 PM local Dayton OH time on June 23, 2026.
City's standard terms for payment are net 30 days from date of invoice once the project is complete, unless otherwise negotiated.
If, during the one-year period following completion of the services, it is shown there is an error in the services caused by contractor's failure to meet such standards and city has notified contractor in writing of any such error within that period, contractor shall perform, at no additional cost to city, such services within the original project as may be necessary to remedy such error.
The selection committee will evaluate each proposal submitted based on the following criteria: ability to address all RFP requirements (50 points), experience (30 points), price (10 points), PEP certified vendor (5 points), and Dayton local vendor (5 points).
Vendors must be qualified and accredited to provide lead-based paint and lead abatement training services in compliance with TSCA, EPA, and Ohio Department of Health requirements. Proof of EPA accreditation of the training program is required.
Failure to maintain active AAA certification with the HRC may result in termination of the contract and/or denial of future contract awards from the city.
There will not be a site visit for this RFP.

Items that disqualify a vendor immediately include: incomplete or nonresponsive proposal, failure to submit a proposal that addresses the minority hiring criteria, and inability to obtain affirmative action assurance approval prior to award of the contract.
