This is a firm-fixed-price requirement for patient assisted parking and lot attendants at the Northport VA Medical Center. This solicitation is 100% set aside for small businesses. Requests for information are due by February 6, 2026, at 04:30 PM ET. Quotes are due via email to ***@***. *. * period of performance is April 1, 2026 - February 28, 2027, with four option years. The contractor must provide all necessary labor, supervision, materials, equipment, and supplies. The contractor must furnish all uniforms, name badges, seasonal outerwear, and reflective outerwear to all contractor patient assisted parking services staff. The contractor shall furnish and install all required signage to include a sign that indicates tipping is prohibited. The government requires that the contractor utilize technology software and/or app with the capability that enables both the individual utilizing the service to call for their car in advance, as well as allow the government to monitor quantity and time of the patient assisted parking services for quality control and performance purposes. In addition, due to the inclement weather in our region, the government requires that the contractor provide a gas-powered golf cart type vehicle for daily use, for their employees to travel between lots to minimize veteran wait times and maximize veterans utilizing the service. The contractor shall be responsible for their own maintenance, gas and lockable flammable storage cabinet that meets NFPA, IFC and OSHA standards. The government shall provide secure storage to the contractor for their equipment. The contractor shall provide a daily count of patient assisted parking services parked vehicles. This daily report shall be provided to the COR at the close of patient assisted parking services parking every day. The contractor shall abide by all Northport VAMC station policies and regulations. The contractors employees should always wear visible identification while on the premises of the Northport VAMC. It is the responsibility of the contractor to park in the appropriate designated parking areas. Smoking/vaping is prohibited on the grounds of the Northport VAMC. Cell phones and bluetooth electronics for personal use are prohibited during duty hours. The contractors may not lounge in the veterans waiting area or lobby. The contractor shall ensure training completion and orientation of their employees. The contractor shall ensure that all their employees that are performing under this contract shall comply of all requirements. The contractor and its employees shall attend a preperformance orientation meeting prior to the commencement of work on site. The government will evaluate offers based on technical capability, past performance, and price. Technical and past performance, when combined, are more important than price.
The period of performance is April 1, 2026 - February 28, 2027, with the provision of four 4 option years.
The government will make payment in accordance with the prompt payment act 31 **** and prompt payment regulations at5 cfr part ****.
The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.
The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.
The contractor shall possess all licenses and permits as required by local, state and federal law.
A formal site visit will not be conducted.
