The contractor shall begin performance within 90 calendar days and complete it within calendar days after receiving award, notice to proceed. This performance period is negotiable.

Payment will be made by the Department of Veterans Affairs Financial Services Center.

Award is subject to the availability of funds. Award may only be made with the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the government, considering only price.

To be determined responsible, a prospective contractor must have adequate financial resources to perform the contract, be able to comply with the required or proposed delivery or performance schedule, have a satisfactory performance record, have a satisfactory record of integrity and business ethics, have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them, have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them, and be otherwise qualified and eligible to receive an award under applicable laws and regulations.

An organized site visit has been scheduled for May 11, 2026, at 10 AM CST. Participants will meet at the St. Cloud VA Medical Center, **** Veterans Dr, St. Cloud, MN ****, in Building 3, Room 207C. This will be the only opportunity for potential bidders to visit the site.

Questions, inquiries, or such are due no later than May 26, 2026, at 10:00 AM CST. No late questions will be accepted or answered after this deadline.

Failure to provide documentation as outlined in the bid submission documents section of the solicitation by the date and time set for receipt of bids may deem the bid nonresponsive. Any exception to the terms and conditions of this invitation for bid (IFB) will result in a nonresponsive bid. Failure to provide a definitive price will result in a nonresponsive bid.

The magnitude of construction cost range is between $100,**** and $250,****.

The bid notice specifies that lodging must be available from 5pm on Saturday, July 18, 2026, until check-out on Monday, July 20, 2026. Catering will be served on July 11, 2026. The final number of attendees requiring lodging will be finalized on July 2, 2026.

The contractor is responsible for ensuring all requested requirements are met, including securing lodging and catering services. The catering provider must be able to provide required documents such as insurance documents and legal licenses.

Failure to meet catering requirements will incur a claim from the government.

Inability to comply with providing required documents such as insurance documents and legal licenses will result in a negation of this contract.

The bid notice specifies that hotel lodging must be available for exclusive use from 5pm on Friday, July 10, 2026, until check out on Sunday, July 12, 2026. Catering services will be provided on July 11, 2026.

The catering provider is welcomed and encouraged to use the kitchen and kitchen amenities found on site. The catering services must be provided by a caterer known to work with the Bonnet Springs Event Center in the past. The list of approved and recommended catering vendors can be found in the attached PWS. A caterer must be selected from amongst this list.

Failure to meet these requirements will incur a claim from the government.

The bid is due before 2 PM on May 27, 2026. Delivery is requested ASAP after notice of award, receipt of purchase order, or authorized calls for delivery, unless otherwise specified. Bidders guaranteed delivery is days. The county reserves the right to reject any bids that propose a lengthy delivery schedule if the items are required promptly.

The county terms of payment are 2 10 net 30. Bidder may offer alternate terms, but discount and alternate terms will not be used in award determination.

The bidder must be prepared, if requested, to present evidence of experience, ability and financial standing. If it is found that any of these criteria are not satisfactory, the county may reject bids.

Should the vendor fail to perform as required by the specifications, the county may cancel the order and terminate the order/contract. In such event, the county will assume no responsibility for, nor will it reimburse the vendor for any expense or loss to the contractor because of such termination or cancellation. County will then purchase products/service on the open market and chargeback the difference to the defaulting vendor.

Samples, when required, must be delivered prior to the bid opening and free of charge. Samples will be returned at bidder's expense and bidder is required to arrange for pick up.

Vendors protesting or disputing bid specifications must do so in writing during the bid opening period prior to the due date to be considered. Such protests must be in the possession of the bureau of purchase and supplies three working days prior to the bids opening.

Failure to complete this bid in its entirety may result in disqualification. Copies obtained from any other source are not considered official documents and will be considered incomplete if missing addenda, if any, resulting in disqualification.

The full fleet deployment is required to be completed by November 30, 2026. The bid notice states Full fleet deployment completed by November 30, 2026.

Proposals will be evaluated based on Technical Solution Approach (35 points), Project Plan Implementation Timeline (20 points), Vendor Experience Qualifications (15 points), Cost Proposal (20 points), and Migration Cutover Risk Continuity Plan (10 points).

Proposers must provide evidence of comparable deployments and staff capability, including case studies or references for account-based fare collection with smart card/open payment and SaaS backoffice, three references with contact info, project scope, and outcomes, resumes for key staff, and certifications/compliance evidence such as SOC 2 Type II and PCI DSS.

Failure to meet SLA targets will result in service credits/liquidated damages applied per the agreement. Failure to deliver section 3. 10 obligations on schedule is subject to service credits/liquidated damages.

Failure to sign the proposal is grounds for rejection. Proposals not received by the date and time and at the location specified will not be considered and will be returned unopened. Failure to submit any required acknowledgment or commitment outlined in section 4. 10 will result in the proposal being deemed nonresponsive and removed from further consideration.
