NKSD reserves the right to reject proposals from bidders who have previously failed to perform properly or complete contracts on time, or who are not in a position to perform the contract, or who have habitually neglected bill payments or disregarded obligations. Telegraph or fax proposals will not be considered. Samples, when required, must be submitted at no expense to NKSD. Proposal specifications will only be mailed if the vendor supplies their carrier's account number.
