The Department of Veterans Affairs (VA) is seeking a contractor to perform maintenance on the existing
building automation system (BAS) at the VA Central California Health Care System. The contract period is for one year, with a one-year option period. Offerors must follow the submission instructions in the addendum to FAR provisions **** and **** questions must be submitted by August 18, 2025, at 10:00 AM PDT to ***@***. *. * solicitation incorporates FAR clauses by reference. The evaluation will consider technical capability, past performance, SDVOSB/VOSB status, and price. The successful offeror will be responsible for compliance with all VA, local, state, and federal environmental/occupational safety laws, rules, and regulations. The contractor must have a technician with at least 7 years of experience working on the Johnson Controls Metasys system. The contractor must provide proof of authorization documentation from Johnson Controls, Inc. annually. The contractor must provide a lead technician with documented experience implementing services of equal or greater complexity than the scope of this service. Normal work hours are 8:00 AM to 4:30 PM, Monday through Friday, excluding federal holidays. Occasionally, work outside of normal business hours may be required. The government will be held harmless against any loss, cost, damage, claim, expense, or liability whatsoever, because of accident or injury to persons or property of others occurring in the performance of this contract. The contractor is responsible for all damages to property. The contractor's personnel are not considered VA employees. The contractor is responsible for providing workers' compensation, professional liability insurance, health examinations, income tax withholding, and social security payments. The vendor shall notify VA police on arrival and obtain a temporary badge. The VA issued security badge shall be worn on the upper torso and be always visible. Contractors badge: vendor employees, and representatives shall always have a company badge or identification visible. Physical security: the vendor shall be responsible for safeguarding their equipment while on government property. The government will not be responsible for damage or loss of vendors property. Vendor is responsible to safeguard its property. OIT security: office of information and technology oit certification and accreditation requirements do not apply for this service contract and therefore a security accreditation package is not required. At no time will the vendor be in contact or have access to VA sensitive information, OIT systems, or the VA OIT network. The government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. Changes in the terms and conditions of this contract may be made only by written agreement of the parties. This contract is subject to 41 U. S. C. chapter 71, contract disputes. The contractor shall proceed diligently with performance of the contract, pending final resolution of any dispute arising under the contract. The contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the contractor and without its fault or negligence. The contractor shall notify the contracting officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the contracting officer of the cessation of such occurrence.
