Respondents should provide a copy of the standard commercial warranty, including its nature and duration.

Respondents must indicate whether their company has an active registration in SAM. gov for procurement purposes.

Responses received after the closing date may not be considered.

Proposals will be evaluated on the basis of price and the following nonprice factors: technical capabilities and past performance. Technical capabilities are more important than past performance. All nonprice evaluation factors, when combined, are significantly more important than the price.

Offerors must demonstrate ownership and control of an onshore manufacturing facility. Proposals must conform to the requirements of the solicitation and receive an acceptable rating for Volume I Technical Capabilities Process Technologies Phase I.

Failure to comply with any terms and conditions of this solicitation may result in the offeror being ineligible for award or removed from consideration for award.

Deliverables are due at various times, with the high-field electromagnet system due no later than 6 weeks after receipt of order. Installation support is due within 2 weeks after delivery.

The contractor shall provide a commercial warranty for the entire system, with a minimum of one year for all new equipment and services, covering parts, labor, and travel. The warranty commences upon successful completion of delivery, inspection, and acceptance.

All items must be new. Used or remanufactured equipment will not be considered. Experimental, prototype, or custom items will not be considered. The use of gray market components is not acceptable.

No site visit is mentioned as mandatory or optional. Installation and verification will be performed by NIST staff, with contractor support available via phone or video conference.

The document does not mention sample submission requirements.

The vendor is responsible for latent defects discovered any time after final inspection, with liability prorated over the useful life of the equipment.

Delivery shall occur within the timeframe indicated in the table above. The contractor shall deliver all line items to: The National Institute of Standards and Technology, 100 Bureau Drive, Building 216, Room F122G, Gaithersburg, MD ****.

The contractor shall be paid in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, with 100% payment upon receipt and acceptance by the NIST TPOC of the fully delivered and accepted system.

The contractor shall warrant the entire system in accordance with the contractor's standard commercial warranty. The warranty shall commence upon acceptance of the cryostat and shall be in accordance with the terms of FAR ****.

The government intends to make an award, based on best value, to the offeror with the proposed solution that is most advantageous, price and non-price factors considered. When combined, non-price factors are more important than price.

Offerors must possess an active registration in the System for Award Management (SAM. gov) when submitting a quotation and shall continue to hold an active registration until time of award, during performance, and through final payment.

If the SAM. gov registration is not active, the quotation will not be considered for award.
