The main building roof replacement is to be completed by September 30, 2026. The optional item has a period of performance from July 19, 2026, to September 30, 2026.

Payment will be made by the agency. Invoices are to be submitted to the address shown in item 25.

The contractor shall provide a written warranty for service including labor and materials for a period of 20 years from the date of startup with no dollar limitation.

The evaluation will be based on technical approach and capability, past experience, qualifications, and price.

Resumes with qualifications and experience are required for the Project Manager and Superintendent. The Project Manager needs 7 years of experience and a construction/project management certification. The Superintendent needs 7 years of experience managing maritime construction projects and a construction project management certification.

A site visit is mandatory and can be arranged by contacting Rachel Stone via email by June 11, 2026, at 12:00 PM Pacific Time. o access will be allowed before or after this scheduled site visit.

Agency protests can be filed with the Contracting Officer or the Agency Protest Decision Authority. A complete copy of all agency protests, including all attachments, shall be served upon the contract law division of the office of the general counsel within one day of filing a protest.

Offers providing less than 0 calendar days for government acceptance after the date offers are due will be rejected. Failure to comply with page limitations for the technical quote may result in disregarded pages.

Upon Notice to Proceed (NTP), the contractor shall be required to complete work within **** calendar days. The period of performance is expected from 06/19/2026 through 09/30/2026.

The government reserves the right to exclude or remove from the site or building any employee of the contractor or a subcontractor whom the government deems incompetent, careless, insubordinate or otherwise objectionable, or whose continued employment on the work is deemed by the government to be contrary to the public interest.

The response date to this sources sought notice is Tuesday, June 3rd at 12:00 p. m. Central.

The government requests that interested parties submit a brief overview of their firms capabilities submit a statement of capability outlining their firms capabilities related to this requirements stated below, and past experience with projects similar in scope to this project.
