Asbestos remediation is required for new penetrations. An optional item for a second building is included. Bids are due June 17, 2026. A mandatory site visit is scheduled for June 11, 2026. The acquisition is 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.
The main building roof replacement is to be completed by September 30, 2026. The optional item has a period of performance from July 19, 2026, to September 30, 2026.
Payment will be made by the agency. Invoices are to be submitted to the address shown in item 25.
The contractor shall provide a written warranty for service including labor and materials for a period of 20 years from the date of startup with no dollar limitation.
The evaluation will be based on technical approach and capability, past experience, qualifications, and price.
Resumes with qualifications and experience are required for the Project Manager and Superintendent. The Project Manager needs 7 years of experience and a construction/project management certification. The Superintendent needs 7 years of experience managing maritime construction projects and a construction project management certification.

Agency protests can be filed with the Contracting Officer or the Agency Protest Decision Authority. A complete copy of all agency protests, including all attachments, shall be served upon the contract law division of the office of the general counsel within one day of filing a protest.
