Transfer Printing Government Bids & RFPs

This is a sources sought notice for acquiring custom-designed t-shirts for the 360th Recruiting Group. Responses are due September 15, 2025, by 8 AM EST, via SAM. gov, GSA eBuy, and email. The government will inspect all delivered items for compliance with specifications. Nonconforming items will be returned at the contractor's expense for replacement within 15 calendar days. Delivery is required within 90 calendar days after receipt of order. The contractor must provide digital design proofs for government approval prior to production, and ensure all designs comply with Air Force trademark and branding guidance. The applicable NAICS code is ****, with a small business size standard of 500 employees. Interested vendors must confirm their capability to provide the requested items, provide their socio-economic status, and include their CAGE code.

The deadline for submitting requests for clarifications/substitutions is August 20, 2025. The last day to issue addenda is August 25, 2025, at 2:00 PM HST. The deadline for offers is August 28, 2025. The offeror must have a minimum of 5 years of experience performing the types of services specified in Appendix A: Scope of Work. A statement of qualifications (SOQ) with references from clients of comparable size and scope, with work similar to or identical to that of a government agency, must be submitted. The offeror must be certified as a full-service Intelligent Mail barcode (IMB) mailer and provide documentation of current certification. All offers must be signed in ink and submitted to the address specified above by the deadline stated in the schedule of events. Offers submitted via email or electronically shall be rejected. The successful offeror shall be registered as compliant on the State of Hawaii Compliance Express system (vendors. ehawaii. gov) or submit the required tax clearances from the State Department of Taxation and Internal Revenue Service, the certificate of compliance with the State Department of Labor and Industrial Relations, and the certificate of good standing with the Department of Commerce and Consumer Affairs Business Registration Division. Failure to provide proof of compliance will result in the rejection of the offer. The contract term is for 12 months, starting on September 8, 2025, or upon contract execution date, whichever is later. The contract may be extended on a month-to-month or term basis, not to exceed a 12-month extension at a time, for an additional period or periods not to exceed a total of 48 months. The city reserves the right to request cost data to conduct a cost analysis. The city shall award a contract to the responsive, responsible offeror with the lowest total sum bid. The city will only consider an offer with pricing on all items listed. The award is subject to the availability of funding. The Hawaii Printing, Binding, and Stationery Work Preference (HRS **** and HAR **** subchapter 2) applies. The city will place orders with the contractor as needed. The city will initiate work by delivery order (DO) or P-card credit card. The contractor shall accept payment by credit card transaction. The quantities listed in Appendix C: Pricing Certifications are only estimates. The exact quantity shall be the actual amount ordered by the city during the term of the contract.

The US Air Force Academy is seeking bids for approximately 15,600 USAFA T-shirts. The requirement is for an indefinite delivery contract with a base period of up to one year and four option years. The specifications for the T-shirts are detailed in the attached document. The contractor will be responsible for procuring all materials to manufacture the T-shirts. The first batch of names will be sent in late March with the last batch sent the first week of June of each year. The screen printing must be completed and delivered to USAFA within 21 days after receipt of names. The T-shirts will need to be manufactured within 120 days after receipt of order. All contractors doing business with the federal government must be registered in the System for Award Management (SAM) database. Responses are due no later than August 20, 2025, at 10:00 AM MDT.
