The Texas Department of Public Safety (TxDPS) is seeking information from vendors regarding secure biometric NFC badges. The RFI outlines requirements for the badge, including biometric authentication using two fingerprints, secure key storage, compatibility with existing HID door systems and FIDO2 passkeys, and secure mailing services for remote users. Responses are due September 4, 2025, by 5 PM. Respondents may be required to demonstrate their products/services. All communications must be coordinated with the designated point of contact. The RFI is not a request for proposal (RFP) and does not commit TxDPS to any procurement.

The RFI addresses questions about the construction of hospital and infirmary lobby floors, including asbestos abatement, project superintendent and SSHO roles, work area occupancy, off-hour work, past performance requirements, seasonal influenza considerations, and temporary wall panel use. The VA clarified that no asbestos abatement is anticipated, and that the project superintendent can fulfill both project superintendent and SSHO roles (if qualified). The VA also confirmed that the use of Starc panels is acceptable for construction barriers. The RFI also clarified that the attached past performance questionnaire template is not a required form, but a template to use if needed. Completed task orders are acceptable for past performance, and projects presented for past performance and/or experience need to be complete or ongoing and substantially complete (at least 50%).

The project is a 100% set-aside for a service-disabled veteran-owned small business (SDVOSB). Only bids from VA-certified SDVOSBs will be eligible for award. A preconstruction walkthrough and inspection of current conditions is recommended. The contractor must provide a one-year warranty. The work must be completed within 90 days of the Notice to Proceed (NTP). Requests for Information (RFIs) are due by June 26, 2025 at 10:00 EST. The contractor shall comply with all applicable records management laws and regulations, as well as national archives and records administration (NARA) records policies. All contractor employees assigned to this contract who create, work with, or otherwise handle records are required to take VA-provided records management training. The contractor shall incorporate the substance of this clause, its terms and requirements in all subcontracts. Offerors are responsible for ensuring and verifying their quote and all required documents are received at the email designated in **** block 8 by the date and time specified in **** block 13a. All contractor employees are subject to the same level of investigation as VA employees who have access to VA sensitive information. Anyone participating in the site visit must have a valid ID and their vehicle must be properly registered and insured. Handheld cellphone use or texting while driving is prohibited. Payment for materials stored offsite is not authorized under this contract. The contractor must register with the Contractor Performance Assessment Reporting System (CPARS) database. The contractor must enroll in Everify within 30 days of the contract award date. Annual influenza shot is required for all staff performing work on campus. Contractor badge must be obtained and worn by the contractor or representative at all times while on campus. The contractor will validate in writing via a signed memo to the contracting officer that the above items are being done as part of the bid package.
