Blood will be collected in specialized tubes: one for proteomics and one for metabolomics. Proposers must demonstrate organizational capability and experience in developer-led brackish groundwater desalination projects, including financing, permitting, design, construction, and long-term operations. The lead entity must have operated continuously for a minimum of five years, preferably in the United States. The proposer must demonstrate that it has the organizational capability and experience to successfully deliver a developerled brackish groundwater desalination project

The WPA will include firm pricing on capital and other operational costs, with potential for escalation of non-electricity operational and capital maintenance costs.
