Bids are requested for the manufacture and installation of trail signage and related signage for the City of Rochester. The contract term is one year, with potential for three one-year extensions. Award will be made to the lowest responsive and responsible bidder offering the best value. Bidders must be registered with the NYS Department of Labor. The City reserves the right to reject any bid and to award on an item-by-item or group basis. Estimated quantities are provided for informational purposes, with actual quantities ordered during the contract term. Bidders must submit bids for all items listed. A W9 form is required with each bid. Bids can be submitted in hard copy or electronically via BidNet. The bid closing date is August 19, 2026, at 11:00 a. m. The contract is subject to the Iran Divestment Act.
Installations shall be at locations as directed by the city project manager. The contractor shall notify the city project manager of intent to install one calendar week prior to actual installation date. Installation times in excess of sixty (60) days after receipt of order (RO) will not be acceptable.
Payments will be made on the number of signage elements supplied and delivered and/or installed by the contractor as directed by the city project manager. Invoices must be clearly legible and contain accurate item description, quantity, unit price, total cost, city contract number, date of delivery/installation, and purchase order number.
Guarantee and warranty shall be as per the requirements of the City of Rochester Standard Construction Contract Documents, Article 11, 11. 1, Warranty and Guarantee and as detailed in the attached specifications. The contractor shall unconditionally guarantee the materials and workmanship of all products furnished and/or services provided for a period of at least one (1) year from date of acceptance.
Award will be made to the lowest responsive and responsible bidder whose bid is the lowest best value offer to the City by total bid price. MWBE bidders shall receive a five percent (5%) price advantage.
The contractor shall have been regularly engaged in the manufacture and installation of trail or other similar signage for a minimum of five (5) years and shall have a minimum of three (3) successful projects similar in nature to this contract.
Failure to comply with the requirements set forth in this document will result in a poor performance rating, and may be cause for termination of the contract. In the event the contractor fails to perform, the city may give the contractor a ten (10) day period in which to correct or address such deficiencies.
Samples submitted by bidders on items which they have received an award may be retained by the city until the delivery of contracted items is completed and accepted. Bidders whose samples are retained may remove them after delivery is accepted.
Failure to comply with the requirements set forth in this document will result in a poor performance rating, and may be cause for termination of the contract. Bidders must submit bids for every item listed on the proposal pages to be considered valid. Failure to do so can result in rejection of bid.
