The City of Dayton, Ohio, is seeking qualified contractors for residential demolition services. Proposals must be submitted electronically by December 9, 2025, at 2:00 PM local Dayton time. A pre-proposal meeting will be held on November 11, 2025. The city will evaluate proposals based on price, experience, technical capabilities, ability to address specific requirements, and local business preference. Contractors must comply with HUD Section 3 safe harbor benchmarks. The contract will commence upon execution and terminate upon expenditure of funds or December 31, 2026. The contractor must obtain necessary permits within 3 business days of the issuance of the notice of possession (NOP) and begin demolition within 13 business days. The contractor is responsible for all costs incurred in preparing a response to this RFP. The selected contractor must obtain approval from the Human Relations Council (HRC) and maintain active AAA certification. The city's standard terms for payment are net 30 days from the date of the invoice once the project is complete.

If, during the one-year period following completion of the services, it is shown there is an error in the services caused by contractors failure to meet such standards and city has notified contractor in writing of any such error within that period, contractor shall perform, at no additional cost to city, such services within the original project as may be necessary to remedy such error.
The selection committee will evaluate each proposal submitted based on the following criteria: price, experience, past performance, technical capabilities, ability to address sections 2. 10 through 2. 14, ability to meet HUD Section 3 safe harbor benchmarks, and Dayton local business.
The qualified proposers will provide all tools, labor, and materials for proper demolition within selected residential structures and all appurtenances, as well as all contents of the buildings.
If the contractor fails to meet any of the milestones in the project schedule, the contractor will be liable for liquidated damages for each calendar day thereafter until the work for each milestone is completed, unless the contractor timely requests and the city grants an extension of time in accordance with the contract documents. The amount of liquidated damages shall be $500 per calendar day.
The city shall conduct a voluntary preproposal meeting.
