Consultant teams must demonstrate experience in ASR system design, hydrogeologic evaluation of fractured volcanic rock aquifers, municipal drinking water system planning, groundwater modeling, and Oregon permitting. Experience with ASR projects in Oregon or the Columbia River Basalt Group aquifers is strongly preferred. The lead consultant requires 5 years of relevant experience. The ASR Design and Permitting Study is anticipated to be funded through a grant in the amount of $300,550. The asr design and permitting study is anticipated to be funded through a grant agreement with the oregon business development department obdd, aquifer recharge testing program project ****, in the amount of 300, 550.

Proposals are sought from qualified engineering firms.

The deadline for quote submission is 29 June 2026 at **** hours JST. Offers received after this date and time will be considered nonresponsive.

Payment shall be made through Wide Area Work Flow (WAFW). The contract incorporates DFARS ****, Electronic Submission of Payment Requests and Receiving Reports, and DFARS ****, Wide Area Work Flow Payment Instructions.

The contractor must provide proof of certification for the operator, demonstrating completion of a formal training and qualification program for heavy-duty, self-propelled modular transporters or equivalent jacking and carrying systems. All certifications must be current and fully compliant with applicable Japanese industrial safety and health law.

Lack of registration in the System for Award Management (SAM) database will make a vendor ineligible for award. Partial or incomplete quotations are ineligible for award.
