The Department of Veterans Affairs (VA) Office of Information and Technology (OIT) requires specialized Code Blue Paging System Maintenance services for two VA sites: Tomah VA Medical Center and Edward Hines Jr. VA Medical Center. The services will provide turnkey, in-house maintenance on short-range Code Blue Paging Systems equipment operating 24/7/365 for urgent life-safety communications. The period of performance includes a 12-month base period with four 12-month option periods. The contractor must provide all maintenance and technical support services to maintain brand-name Rcomm and Zetron equipment at both locations, ensuring all equipment is maintained and kept in working order, including any necessary repairs or replacements. Maintenance support must guarantee the systems function as intended and include all necessary fixes, security patches, corrections, releases, updates, and upgrades. Support services must provide continuous 24/7/365 coverage, including telephone, email, and web-based technical support. Managed system components include servers, transmitters, antennas, pagers, pager holders, and transmitter uninterruptable power supplies (UPS). The contractor must provide only new equipment and new parts, with no used, refurbished, or remanufactured items. Gray market goods and counterfeit electronic parts are strictly prohibited. All equipment must be accompanied by the original equipment manufacturer's (OEM) warranty. The contractor must comply with Section 508 of the Federal Accessibility Law for all Information and Communication Technology (ICT) procurements, including specific standards for electronic content, functional performance, hardware, software, and support documentation. The contractor must also comply with IT using sustainable products requirements, including Energy Star certification and FEMP designated low standby power products. Shipment of hardware or equipment is to the destination, Free On Board (FOB) destination. Special shipping instructions include prior notification of deliveries and clear labeling with VA purchase order numbers and container counts. The contractor shall comply with the VA OIT Technical Reference Model (TRM) and Zero Trust VA Critical Security Controls, effective July 1, 2025. Solutions must support IPv6 and comply with OMB memorandums. Software and licensing requirements mandate the contractor's responsibility for all software licenses and maintenance. The solution must meet Trusted Internet Connection (TIC) requirements. If AI is part of the solution, compliance with executive orders and OMB memorandums for trustworthy AI is required, with strict limitations on using VA sensitive data with unapproved generative AI services. Security and privacy requirements include protection of VA sensitive information, data breach notification, and potential liquidated damages for data breaches. Annual security/privacy awareness training and signing VA's Rules of Behavior are mandatory for contractor employees. The contract includes specific points of contact for VA program management, contracting officers representative, contracting officer, and contract specialist.
