Sealed bids are solicited for snow management services for Zone A in Albany, NY. The contract period is January 1, 2027, through December 31, 2027, with two one-year extension options. Bids are due August 4, 2026, at 12:00 PM, with opening at 1:30 PM. A bid deposit and performance bond are not required. The successful bidder must comply with New York State Labor Law and the Albany Living Wage Ordinance. Bidders must have 10 years of experience, including 2 years on public right-of-ways, and a minimum of five professionally trained staff. Equipment must be owned or leased by the vendor and in good operating condition. The vendor is responsible for all labor, equipment, consumables, fuel, insurance, profit, and overhead. The city will provide ice and snow melt materials. Billable hours commence upon mobilization to Zone A and cease upon inspection of the route by DGS. The city reserves the right to reject any or all proposals. Minority and Women Business Enterprise (MWBE) participation goals are 15% of the total contract value for MWBE subcontractors and 25% of total labor hours for minority/women labor. The living wage rate is $16. 72/hour with benefits or $19. 43/hour without, adjusted annually.

The vendor shall invoice the city on a monthly basis. Invoices submitted more than thirty (30) days after work is completed may be denied payment. Cash discounts for payment within 15 or 30 days will be considered in awarding bids but not in determining the low bidder.
Price shall include base warranty, freight and delivery charges.
Award will be made to the lowest responsible bidder whose proposal complies with all provisions. The city reserves the right to award the contract as a whole or in part to one or more vendors.

The bidder accepts the provisions of the document as to liquidated damages in the event of failure to complete the work and/or produce the commodity on time.
