Proposals will be evaluated based on technical criteria including TPA credentials, SIHRA administration experience, regulatory compliance capability, technology and member experience, implementation plan and client service, claims processing, savings verification and financial reporting, fee structure and contract terms, and DBE participation. The selection committee will use the following criteria to evaluate the proposals submitted by respondents:
Respondents must be licensed TPAs with at least two consecutive years of experience administering a spousal HRA or SIHRA program for at least one employer client. They must also demonstrate a compliance infrastructure for IRS Notice **** and applicable IRC provisions. Minimum vendor qualifications: a. the respondent is a registered thirdparty administrator tpa for health benefits and holds all required tpa licenses, including in the state of louisiana la. r. s. 22: **** et seq. . b. the respondent has at least two 2 consecutive years of demonstrated experience administering a spousal hra or sihra program for at least one employer client.

Respondents have two business days from the date of notification to appeal a decision of nonresponsiveness or disqualification. Respondent will have two 2 business days from the date of notification by the designated purchasing official to appeal the decision of nonresponsiveness.
