Bids must be submitted through our secure online bid management system by registered vendors by the date and time listed above. The online bid management system will automatically cut off at the exact due date/time. Please give yourself enough time to upload your bid. The bid due date is July 28, 2026, at 2:00 PM local time.

Payment shall be made within 30 days of the submittal of a correct invoice for goods received.

The bid will be awarded to that responsible, responsive bidder whose bid, conforming to this solicitation, will be most advantageous to the city, price and other factors considered.

In evaluating bids, the city shall consider the qualifications of the bidders, and, where applicable, operating costs, delivery time, maintenance requirements, performance data, and guarantees of materials and equipment.

Protests about the bid procedure must be in writing and received no later than ten business days after notification regarding the contract award decision.

Submission of additional terms, conditions or agreements with the bid document is grounds for deeming a bid nonresponsive and may result in bid rejection.

Contractor shall be capable of delivering salt within 48 hours of request, including weekends and holidays.

Payment will be made upon receipt of a proper invoice prepared in accordance with FAR **** shall be submitted electronically via the tungsten system.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Price only.

All work shall be performed by qualified, certified, and appropriately licensed personnel. Contractor shall provide a lead technician with documented experience overseeing projects of similar or greater scope.

If a subcontractor violates any provision of the contract, it will be attributed to the contractor. Violations of VA regulations may result in citations in U. S. federal district court.

Failure to comply with contract terms and conditions, or failure to provide adequate assurances of future performance, may result in termination for cause.

The snow and ice season is from October 15th to April 15th. The maximum acceptable delivery lead time from order placement to delivery is seven calendar days. Deliveries are accepted Monday through Friday, 8:00 a. m. to 3:00 p. m.

NTTA will review and approve or dispute invoices within 30 days of receipt and compensate for compliant, undisputed amounts within 30 days of receipt. Payments are inclusive of all taxes.

NTTA intends to award a contract to the lowest responsible bidder. Factors considered include purchase price, reputation, quality, meeting needs, past relationship, total long-term cost, and other relevant criteria.

Bidders must be experienced and qualified companies. Products must be listed on the most current Clear Roads qualified product list for deicer/anti-icer for complex chlorides.

Formal protests must be submitted in writing to the director of procurement services no later than five business days after the earlier of the date the protestor was aware of the matter or the date the contract award was made.

Failure to comply with provisions, including no contact with NTTA employees other than the solicitation contact person, can be grounds for disqualification. Collusion, default on contracts, conflicts of interest, criminal indictments, or participation in RFB preparation can also lead to disqualification.

Rock salt shall be delivered to a specified destination within city limits commencing within fortyeight 48 hours of a purchase order being placed with the vendor and completed within five 5 business days from when the order was placed.

Payment shall not be due unless and until the seller shall not be in default under the terms of the contract, and until the above instruments are submitted after delivery. City may make payments using the city’s Mastercard purchasing card (pcard). The seller agrees to accept pcard payments without any additions or surcharges.

Seller guarantees equipment or product offered will meet or exceed specifications identified in this bid invitation. The seller shall, upon request, replace any equipment or product proved to be defective and make any and all adjustments necessary without any expense to the city.

The contract may be awarded either to the lowest responsible bidder or to the bidder who provides goods or services at the best value for the city of Lubbock.

The bidder may be required before the award of any contract to show to the complete satisfaction of the city of Lubbock that the bidder or his subcontractor has the necessary facilities, ability, and financial resources to provide the service specified therein in a satisfactory manner.

When a vendor does not meet the delivery requirement, the city of Lubbock reserves the right to place the order with the next lowest awarded vendor. The city will also have the option to charge the vendor a fee of **** per vehicle per day for late delivery.

When specifications call for samples to be submitted, samples shall be delivered by the bidder, at bidder’s expense, five days prior to the opening of bids. Each sample shall be clearly tagged to show bidder’s name and address and item number.

All protests regarding the ITB process must be submitted in writing to the City Director of Purchasing and Contract Management within 5 working days after the protesting party knows of the occurrence of the action which is protested.

Failure to manually sign bid will disqualify it. Bids may be considered irregular and rejected if they show omissions, alterations, conditional alternate bids, additions or alternates in lieu of the items specified, or if the unit prices are obviously unbalanced. Failure to comply with the listed general conditions may result in disqualification of bid.

The bid proposals will be received by the City of Wilson Purchasing Manager until 2:00 p. m. , Monday, June 1, 2026. The initial contract period shall run from 7/1/26 to 6/30/27.

Payment terms are net not later than 30 days after receipt of a correct invoice or acceptance of goods, whichever is later.

All qualified proposals bids will be evaluated and award made to firms whose proposal bid is deemed to be in the best interest of the City of Wilson, all factors considered. Bids shall be awarded to the lowest responsive responsible bidder, taking into consideration adherence to specifications, quality, performance, the time of delivery, technical support, past performance and other relevant factors.

All qualified proposals bids will be evaluated and award made to firms whose proposal bid is deemed to be in the best interest of the City of Wilson, all factors considered.

In case of default by the vendor, the City of Wilson may procure the articles or services from other sources and hold the vendor responsible for any excess cost occasioned thereby.

Late bids will not be considered. The City of Wilson reserves the unqualified right to reject any and all offers if determined in its best interest.
