Rock salt shall be delivered to a specified destination within city limits commencing within fortyeight 48 hours of a purchase order being placed with the vendor and completed within five 5 business days from when the order was placed.

Payment shall not be due unless and until the seller shall not be in default under the terms of the contract, and until the above instruments are submitted after delivery. City may make payments using the city’s Mastercard purchasing card (pcard). The seller agrees to accept pcard payments without any additions or surcharges.

Seller guarantees equipment or product offered will meet or exceed specifications identified in this bid invitation. The seller shall, upon request, replace any equipment or product proved to be defective and make any and all adjustments necessary without any expense to the city.

The contract may be awarded either to the lowest responsible bidder or to the bidder who provides goods or services at the best value for the city of Lubbock.

The bidder may be required before the award of any contract to show to the complete satisfaction of the city of Lubbock that the bidder or his subcontractor has the necessary facilities, ability, and financial resources to provide the service specified therein in a satisfactory manner.

When a vendor does not meet the delivery requirement, the city of Lubbock reserves the right to place the order with the next lowest awarded vendor. The city will also have the option to charge the vendor a fee of **** per vehicle per day for late delivery.

When specifications call for samples to be submitted, samples shall be delivered by the bidder, at bidder’s expense, five days prior to the opening of bids. Each sample shall be clearly tagged to show bidder’s name and address and item number.

All protests regarding the ITB process must be submitted in writing to the City Director of Purchasing and Contract Management within 5 working days after the protesting party knows of the occurrence of the action which is protested.

Failure to manually sign bid will disqualify it. Bids may be considered irregular and rejected if they show omissions, alterations, conditional alternate bids, additions or alternates in lieu of the items specified, or if the unit prices are obviously unbalanced. Failure to comply with the listed general conditions may result in disqualification of bid.

The bid proposals will be received by the City of Wilson Purchasing Manager until 2:00 p. m. , Monday, June 1, 2026. The initial contract period shall run from 7/1/26 to 6/30/27.

Payment terms are net not later than 30 days after receipt of a correct invoice or acceptance of goods, whichever is later.

All qualified proposals bids will be evaluated and award made to firms whose proposal bid is deemed to be in the best interest of the City of Wilson, all factors considered. Bids shall be awarded to the lowest responsive responsible bidder, taking into consideration adherence to specifications, quality, performance, the time of delivery, technical support, past performance and other relevant factors.

All qualified proposals bids will be evaluated and award made to firms whose proposal bid is deemed to be in the best interest of the City of Wilson, all factors considered.

In case of default by the vendor, the City of Wilson may procure the articles or services from other sources and hold the vendor responsible for any excess cost occasioned thereby.

Questions about this bid shall be emailed to ***@***. *. * with **** water chemicals in the email subject for a response. An addendum will be posted if questions are received that are considered relevant to this bid. Questions are due no later than 5/26/26 by 5:00 pm.

Late bids will not be considered. The City of Wilson reserves the unqualified right to reject any and all offers if determined in its best interest.
