The Passaic Valley Water Commission is seeking bids for improvements to the chemical fill station at the Little Falls Water Treatment Plant. The project involves replacing chemical pipes, valves, and disconnects, installing check valves, capping inactive pipes, replacing a concrete pad and bollards, and upgrading the compressed air pipe and heat trace systems. A non-mandatory pre-bid conference is scheduled for May 19, 2026. Questions regarding bid documents are due by May 26, 2026. Bids will be publicly opened on June 9, 2026, at 2:00 p. m. Bidders must comply with all state and federal laws, including affirmative action requirements. The commission reserves the right to reject any or all bids.
The bid submission deadline is Tuesday, June 9, 2026, at 2:00 p. m. local time.
Payment to the contractor will be made as provided for in the bidding documents. Special attention is called to General Conditions, Article 14, and Division 1 and/or other sections of the technical specifications.
Contractor warrants and guarantees to owner, engineer and engineers consultants that all work will be in accordance with the contract documents and will not be defective. Contractors obligation to perform and complete the work in accordance with the contract documents shall be absolute.
The commission reserves the right to reject any and all bids or to waive minor informalities or irregularities in the proposals received and to award the contract to the lowest responsible bidder.
Bidders shall complete the form of proposal, as part of their bid submission setting forth details of the proposed work. The bidder shall submit evidence that they have, or can obtain before the contract is executed, all licenses, registrations, and any and all other approvals required to perform the work.
Failure to achieve substantial completion within the number of calendar days in this article, including extension granted thereto as determined by the commission and as outlined in general conditions of contract, shall entitle the commission to deduct from the contractor as liquidated damages, an amount equal to three hundred dollars **** for each and every calendar day of delay in the completion of the contract.
A nonmandatory prebid conference will be held on Tuesday, May 19, 2026 at 10:00 a. m. at the Little Falls Water Treatment Plant Auditorium and Chemical Fill Station. Bidders are encouraged to attend and participate in the prebid conference.
If required by the contract documents or requested in writing by the engineer or owner, contractor shall submit samples to engineer for review and approval in accordance with the accepted schedule of shop drawings and sample submittals.
The contractor shall submit any questions regarding the bid documents by Tuesday, May 26, 2026 at 3:00 p. m. to the project representative listed in the bid documents.
Any bid submission which attempts to modify, alter or otherwise change the specifications, and/or contract terms, shall be deemed nonconforming and rejected as required by law.
