This is a sources sought notice for market research regarding an English Language Proficiency (ELP) Assessment Ecosystem for Bureau of Indian Education (BIE) schools, grades K-12. The BIE requires a fully operational, US Department of Education-approved ELP assessment system for federal accountability reporting. The solution must be a turnkey ELP assessment solution covering grades K-12, with both online and paper-based administration. Key components include standard and alternate ELP assessments, ELP screeners, a complete technology platform (COTS preferred), on-time administration, scoring, and reporting, end-to-end data security with CONUS-only data residency, training, helpdesk support, and strong project management. The solution must be fully operational for the **** school year. Vendors are expected to identify capabilities in assessment administration and scoring, secure student registration portals, comprehensive reporting (paper and electronic, including EdFacts compliant files), test administration and data integration training, project management services, and four-tier helpdesk services. Optional services may include interim assessments, dashboards, research studies, and test item development. The period of performance includes a base period and four one-year options. Respondents must describe controls and practices aligning with federal requirements such as FERPA, COPPA, CIPA, NIST SP ****, FIPS 199, FIPS ****, DOI IT security policies, OMB A-123, Privacy Act, and Section 508 accessibility. BIE will provide student lists and IDs, while schools will provide computers and connectivity. The response deadline is April 22, 2026.
The solution must be fully operational beginning in school year SY ****.
Vendors must be capable of providing a turnkey ELP assessment solution and must describe controls and practices aligning to federal requirements such as FERPA, COPPA, CIPA, NIST SP ****, FIPS 199, FIPS ****, DOI IT security policies, OMB A-123, Privacy Act, and Section 508 accessibility.
The contractor shall provide up to 25 onsite training sessions.
