Proposals are due no later than 2:00:00 p. m. local time on Friday, August 21, 2026.

The evaluation process will consider proven management skills and technical competence, credentials of the project team, compliance with contractual terms, overall quality and completeness of the proposal, record of performance, and clarity, feasibility, and innovation of the project approach and timeline.

Proposers must have successful experience in designing traffic safety improvements and public engagement, and experience with the implementation of US DOT FHWA grants.

A mandatory pre-proposal conference will be held on August 6, 2026, at 9:30 am at the Economic Community Development, **** S. Germantown Rd. , Germantown, TN ****, Kline Conference Room.

Proposals received after the deadline will not be considered. Inclusion of cost proposal amounts in the technical proposal shall make the proposal nonresponsive. Failure to comply with all terms of the RFSOQ may result in rejection.

Statements of Qualifications (SOQ) are due by August 25, 2026, at or before 4:00 PM local Tucson time.

The contract will be on a modified cost plus fixed fee (CPFF) basis, with monthly invoicing for actual costs incurred plus a prorata portion of the fee. The total payment will not exceed the contract amount.

Consultant is responsible for professional quality, technical accuracy, and timely completion, and must correct any errors or deficiencies at no cost to the county. All warranty obligations survive contract termination.

Firms will be ranked based on demonstrated competence and qualifications, with evaluation criteria including qualifications and experience of the design team, past representative projects, project understanding and approach, project management, and utilization of small business enterprises.

Firms must be qualified to provide design engineering services and hold a current Arizona certificate of registration for the services rendered. Key personnel must be identified, and their qualifications and experience detailed.

Failure to comply with contract terms, including immigration laws, can result in penalties up to and including suspension or termination of the contract.

A pre-submittal meeting is scheduled for August 13, 2026, at 10:00 AM local Tucson time via Microsoft Teams, which serves as a preliminary visit to clarify project details.

Submitting false information, failing to acknowledge addenda, or having principals who are debarred or suspended can lead to rejection of the SOQ.

All services must be rendered by December 31, 2026.

Payment terms are Net 30. Invoices must be submitted via Wide Area Workflow (WAWF).

The contract will be awarded to the responsible offeror whose quote conforms to the solicitation and is most advantageous to the government, considering price and other factors, providing the greatest overall benefit (best value).

Quotes must clearly demonstrate that they meet or exceed the solicitation requirements in accordance with the Performance Work Statement (PWS) and specify performance dates. Vendors must be small business concerns.

A mandatory site visit is scheduled for Friday, August 14, 2026, at 10:00 AM local Pacific Time at the MCB Twentynine Palms Visitor Center. RSVP is required by Tuesday, August 11, 2026.

Questions regarding the RFQ must be submitted via email no later than Tuesday, August 18, 2026, at 3:00 PM Eastern Time.

Failure to RSVP for the site visit, register for DBIDS, or receive approved base access will result in denial of range entry. Late questions will not be accepted. Quotes submitted by contractors that are not small businesses will not be considered.

The period of performance for the base year is from September 1, 2026, to August 31, 2027. Option years extend the performance period annually through August 31, 2031.

Invoicing and payment shall be executed through the Procurement Integrated Enterprise Environment (PIEE) utilizing Wide Area Workflow (WAWF) in accordance with DFARS 252. 2327006. The contractor shall submit invoices matching the established contract line item numbers (CLINs) for base maintenance, flexible emergency hours, and separately billed parts.

Offers will be evaluated on their price. All quotes will be evaluated on their price. Failure to provide a fully compliant offer, and/or fair and reasonable price as determined by the contracting officer, will render the quote ineligible for award.

Contractors must ensure that all technicians performing work are original equipment manufacturer (OEM) certified or possess documented equivalent training and certification to perform maintenance, calibration, and repairs on the specified optical fabrication equipment.

Failure to provide a fully compliant offer, and/or a fair and reasonable price as determined by the contracting officer, will render the quote ineligible for award.
