Texas Parks and Wildlife Department (TPWD) is seeking proposals for fixed-wing FLIR camera surveys to estimate desert big game populations. The contract term is from award date through August 31, 2028, with potential for three one-year renewals. Minimum qualifications include 2,000 total flight hours with 1,000 for wildlife surveys and 200 multi-engine hours within the last five years, and five years of business experience. The scope of work involves conducting surveys using specific aircraft and equipment, counting and classifying species like mule deer, pronghorn, and bighorn sheep in designated areas. Data deliverables include detection locations, time/date, flight tracks, video clips, and an Excel spreadsheet. Proposals are due June 25, 2026. Insurance requirements include commercial general liability, automobile liability, and aircraft general liability. Delivery time is stated as 14 calendar days if not otherwise specified. Failure to state delivery time obligates respondent to deliver in 14 calendar days.
Payment is normally made within 30 days after receipt of a properly prepared invoice or acceptance of services, whichever is later. State agencies are required by state law to pay properly submitted invoices within 30 days, or the contractor may charge a late payment fee established by law.

Award will be based on best value criteria, including meeting goals, quality, reliability, customer focus, experience, and past performance. A single contract will be awarded to the responsible respondent who submits the proposal determined to be the best value to the state and who meet all requirements included in this solicitation.

The aircraft provided under the contract is subject to inspection by TPWD personnel prior to award. Aircraft is subject to inspection by TPWD personnel prior to award of any resulting contract from this RFP.
Failure to periodically check the Electronic State Business Daily (ESBD) for updates, not submitting required documentation, or having a contract terminated for noncompliance can lead to disqualification. Respondents failure to periodically check the ESBD will in no way release the selected contractor from addenda or additional information resulting in additional cost to meet the requirements of the RFP.
