The period of performance for this requirement is from July 1, 2026, to June 30, 2027.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

If your organization has the potential capacity to perform the services outlined above please provide the following business information: 1. Organization name, physical and or mailing address, cage code, duns number, number of employees, point of contact poc, poc phone number, pc email address, and web page url, if available. 2. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.

A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.

The bid notice requires respondents to provide company institute name, address, point of contact, cage code, duns number, phone number, email address, a statement on whether the company is large or small business under the specified NAICS code, and indicate if they are a nonprofit entity, small business, small disadvantaged business, section 8a small business, woman-owned small business, veteran owned small business, service disabled veteran owned small business, economically disadvantaged women-owned small business, or a hub zone small business. Additionally, a statement on whether the company is domestically or foreign owned and the security clearance level of the respondent is required.

The government does not guarantee that questions received after 7 days of the publication date of this RFI will be answered.

The bid notice does not specify a delivery deadline for the construction services. The qualifications packages are tentatively due July 10, 2026.

The government intends to award a firm fixed price contract based on a best value tradeoff analysis.

The bid notice states that in Phase One, the government will evaluate technical qualifications and identify the most highly qualified offerors. All contractor and subcontractor personnel performing work under this contract must be citizens of the United States.

The magnitude of construction for the anticipated project is between $375,000,000 and $475,000,000.
