An offeror submitting a proposal without first submitting a white paper will not be eligible for an award. White papers that do not follow the most current version of the template will be rejected with no further action from the government.

The total estimated program value is unspecified, with multiple awards ranging from $50,000 to $100,000,000. The government reserves the right to modify or exceed this amount if necessary.
