This is a combined synopsis/solicitation for commercial items for trailer pad and housing unit improvements on the Kaibab National Forest in northern Arizona. The acquisition is a total small business set-aside. The work includes rehabilitation of RV camping pads, including clearing, subgrade preparation, gravel placement, and replacement of water, sewer, and electrical components. Optional work includes additional RV pads, subsurface utility locating, septic system work, and propane line installation. Questions are due by May 19, 2026, and quotes are due by May 28, 2026. Two site visits are scheduled for May 12 and May 13, 2026. Award will be made to the offeror representing the best value to the government, considering technical approach, price, and past performance. A bid bond is required, and payment and performance bonds are required within 10 days after notice to proceed if awarded. Pricing quotes must be valid for 90 days. The contractor shall be responsible for all work and warranties for one year after contract completion and acceptance. Delivery is 220 days after notice to proceed.
The contractor is required to commence work under this contract within 10 calendar days after the date the contractor receives the notice to proceed and complete the entire work not later than 220 calendar days after notice to proceed.
The contractor may request progress payments monthly as the work proceeds, or at more frequent intervals as determined by the contracting officer, on estimates of work accomplished that meets the standards of quality established under the contract, as approved by the contracting officer.
The winning contractor shall be responsible for all work and warranties for one 1 year after contract completion and acceptance.
Award will be made to the offeror representing the best value to the government, based on technical approach, price, and past performance. Award will not necessarily be made to the lowest priced offeror, and tradeoffs will not be conducted.
All responsible sources may submit a quotation which will be considered by the agency. The acquisition is set aside for small business concerns.
There are two site visits scheduled: one on Tuesday, May 12, 2026, at 9:00 am Mountain Time for the Tanglefoot, Big Springs, and Jacob Lake Work Centers, and another on Wednesday, May 13, 2026, at 10:00 am Mountain Time for the Tusayan Ranger Station Complex.
Questions are due by Tuesday, May 19, 2026, at 12:00 noon Mountain Time.
Offers providing less than 90 calendar days for government acceptance after the date offers are due will not be considered and will be rejected.
