This is a solicitation for the operation of fuel supply facilities at USAG HI Schofield Barracks and Wheeler Army Airfield. The contract will be for retail bulk fuel services for JAA, ULSD, and Unleaded Gasoline. It includes both contractor-owned/contractor-operated (COCO) and government-owned/contractor-operated (GOCO) facilities. The contractor will be responsible for all aspects of fuel receipt, storage, handling, and issue, including personnel, equipment, material, and facilities. The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered, using a lowest price technically acceptable process. The evaluation factors are Technical/Management, Past Performance, and Price.
Offerors must be registered in SAM and have a CAGE code. They must demonstrate understanding of personnel requirements, fuel receipt, storage, issue, accounting, quality assurance, maintenance, environmental compliance, safety, and security. Past performance will also be evaluated.
A pre-proposal conference and site visit will be held on Wednesday, February 18, 2026, at 09:00 a. m. local time. Attendance is strongly encouraged, and contractors will not be permitted to access facilities after the conference.
