Work must be completed and ready for final inspection within 60 days of the City issued Notice to Proceed (NTP).

Invoices will be paid within 30 days after a final passing inspection from the building department and code enforcement. Weight tickets from a certified landfill must be included with all invoices.

Award will be made to the lowest bidder meeting all requirements outlined herein.

Bidder must possess three (3) years experience in providing demolition rehabilitation services.

The contractor shall pay the City **** for each calendar day that expires after the time specified for completion, until work is completed.

Bidders are highly encouraged to visit the site prior to bid submission.

Bids must be received by the purchasing department prior to the time of public opening on July 28, 2026, at 12:00 PM.

The bid pricing must be all-inclusive, and the city will not contract or pay for any amounts above the bid pricing.

The contract will be awarded to the lowest responsive, responsible bidder.

The city will not accept bids from anyone who cannot prove to the satisfaction of the city that the bidder has sufficient experience and/or is financially able and organized to successfully comply with the requirements.

A bid proposal submitted by a bidder who is not in full compliance with the provisions of the City of Long Beach, City Code at the time of submission will be denied.

The time of substantial completion for this contract shall be 130 working days, beginning from the date specified in the notice to proceed.

City reserves the right to retain five percent (5%) of the contract price for 35 days after it records the notice of completion. Contractor may substitute securities for said five percent (5%) retention or request that City make payments of retentions earned directly to an escrow agent at contractor's expense.

The city council may award the contract to the lowest responsible bidder as so reported or as city's interest may dictate.

The bidder shall be licensed by the state of California as a class A contractor. Bidders must also be registered with the department of industrial relations pursuant to labor code section ****.

Any protests to award of contract shall follow the procedures outlined in City Council resolution no. 61, dated June 7, ****.

Failure to acknowledge receipt of all addenda issued during the bidding period may result in the bid being rejected as not responsive.

The estimated construction cost of this package is $1,100,000.

The bid notice states that following the prebid meeting, a site walk will commence. Attendees are to arrive for the meeting on time and sign an attendance list.
