Food Festival Government Bids & RFPs

The submission deadline for proposals is August 5, 2026, at 3:00 PM local time. The event itself will run from December 3rd to December 20th, 2026.

Invoices must be itemized to match approved bid proposal price sheets and accompanied by all mandatory backup documentation. The city reserves the right to withhold payment on disputed invoice portions.

This contract will be awarded under a best value evaluation framework to the responsive and responsible proposer whose proposal is determined to be the most advantageous to the city, taking into consideration both technical merit and cost. It will not be awarded solely on the basis of the lowest price.

Bidders must submit fully executed, signed, and completed copies of mandatory statutory certifications and background forms, including a Statement of Bidder's Qualifications and Vendor Responsibility Form Questionnaire. The city seeks a qualified event design and planning firm with proven performance in similar projects.

Any unauthorized communication violating the cone of silence shall result in the immediate disqualification of the offending bidder's proposal as nonresponsible and may lead to temporary or permanent debarment from future municipal bids.

A mandatory site walkthrough will be held on July 22, 2026, at 10:00 AM at 29 Le Count Place, New Rochelle, NY ****.

Failure to submit all required executed documents at the exact time of bid opening is a fatal defect that cannot be cured and will result in immediate rejection as nonresponsive. Violations of the cone of silence can lead to disqualification and debarment.

Quotations are due by Tuesday, July 21, 2026, 16:00 p. m. local time. No quotations will be accepted after this time.

The vendor must comply with terms of payment, 30 days credit. Financial section will transfer the payment to the vendor within 30 days after receiving invoices. Payment will be made in installments based on the completion of key milestones: Planning phase completion (60%), Execution phase completion (30%), Post-event phase completion (10%).

The U. S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.

The contractor must have prior experience organizing large-scale interactive public fairs or events. The contractor must have a pre-existing, established working relationship with the Chiang Mai Provincial Administrative Organization and Pao Park administration prior to contract award.

Incomplete proposals will not be accepted. Offerors unable to demonstrate the required relationship with Pao Park administration will be deemed technically unacceptable and ineligible for award.

The community feast will take place on Saturday, August 15th, from 5:00 PM to 7:00 PM. Vendor setup for the serving station begins at 4:00 PM.

Contract will be paid 50 down and 50 upon completion.

Proposals will be evaluated based on price, past experiences, and interview.

Bidder must be ServSafe certified and provide evidence of ability and experience to undertake the specified objectives. Native American preference applies, and bidders must submit proof of status. A background check is required prior to award.

The contract may be cancelled by Gtb for oncompliance with specifications, inability to perform the contracting requirements of gtb or continued safety hazards.

The bid must be kept to a maximum of 10, 000.

The American Fair: Freedom 250 in Nakhon Ratchasima will take place on October 2-4, 2026. The planning phase is from May to September 2026, the execution phase is in October 2026, and the post-event phase is in November 2026.

Payment will be made in installments based on the completion of key milestones: planning phase completion, execution phase completion, and post-event phase completion. The vendor should comply with the terms of payment, 30 days credit.

Award will be made to the lowest priced, acceptable, responsible offeror.

Offerors must have prior experience in organizing large-scale interactive public fairs or events, preferably with a focus on entrepreneurship and culture. They must demonstrate the ability to work collaboratively with the U. S. Embassy Bangkok and adhere to U. S. government branding and messaging guidelines. Offerors must also be registered in the SAM system for award management.

Questions regarding this solicitation may be submitted no later than 15:00 pm Bangkok time on May 1, 2026.

Failure to be registered in the SAM system for award management at the time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given.

The American Fair: Freedom 250 in Hat Yai will take place from September 4-6, 2026.

Payment will be made within 30 days after services and invoices are received, with installments based on key milestone completion: planning phase, execution phase, and post-event phase.

Award will be made to the lowest priced, acceptable, responsible offeror.

Offerors must have prior experience in organizing large-scale interactive public fairs or events, preferably with a focus on entrepreneurship and culture. They must also demonstrate the ability to work collaboratively with the U. S. Embassy Bangkok and adhere to U. S. government branding guidelines. Registration in the SAM system is required.
