The project involves the design and construction of a climate-controlled multi-use
training facility for small unmanned aircraft systems (UAS) pilots at the James J. Rowley
Training Center (JJRTC) for the US Secret Service. The period of performance is 260 calendar days from the date of notice to proceed (NTP). The contractor is responsible for providing all labor, personnel, equipment, supplies,
facilities, transportation, tools, materials, and supervision. The project includes specific requirements for materials, warranties, building codes, safety, and security. The contractor must comply with all applicable federal, state, and local regulations, including safety standards and obtaining necessary permits. The contractor must submit a preliminary schedule, cost-loaded summary schedule, and a complete project schedule. The government reserves the right to deny, delay, reschedule, or postpone requests based on its best interest. The contractor must provide a pencil copy of their pay application (AIA forms G702/G703) on the last day of each month, including proposed changes and percentages of completion. Weekly progress meetings are required, with the government leading the meetings. The contractor must submit minutes of these meetings within 24 hours. The contractor must provide a one-year warranty for all work and equipment. Final payment will not be made until specific documents are received. The contractor must comply with security requirements, including access requests and security briefings. The contractor must promptly notify the contracting officer of any differing site conditions and submit a proposed solution. Unsolicited proposals may be submitted for government consideration.
