HHSC is seeking outside legal counsel specializing in information technology and intellectual property law. The contract term is from execution through August 31, 2027, with a total compensation not to exceed $150,000. Responses are due July 21, 2026. The selection will be based on demonstrated competence and qualifications for a fair and reasonable price. Key evaluation criteria include organization experience, staff qualification and experience, and demonstrated competence.
Responses must be received by HHSC by 10:30 a. m. Central Time on July 21, 2026.
A fair and reasonable price will be negotiated with the highest scoring respondent after evaluations are complete. HHSC will request a fee schedule from the successful respondent.
The final selection for award will be based on best value, determined by organization experience (30%), staff qualification and experience (45%), and demonstrated competence (25%).
Respondents must have seven consecutive years of experience with IT and IP legal matters, designate a lead attorney licensed in Texas with five years of specialization in IT and IP law, and submit three past performance examples.
Failure to comply with communication restrictions may result in disqualification. Failure to submit required documents by the deadline may result in disqualification.
Any protest shall be governed by the rules published by HHSC in the Texas Administrative Code, Title 1, Part 15, Chapter 391, Subchapter C, Protests.
Failure to meet minimum qualifications, submit required documents, or comply with communication restrictions may result in disqualification.
Total compensation under the contract shall not exceed $150,000.
