New Mexico Highlands University (NMHU) is seeking proposals for a special audit and forensic examination of its governance and executive management functions from July 1, 2023, to July 1, 2026. Proposals are due by 2:00 PM local time on July 14, 2026. The evaluation will be based on weighted criteria, not solely on cost. Proposals will be evaluated based on weighted criteria including firm qualifications, forensic audit experience, project team qualifications, technical approach, understanding of governance/compliance/risk, project management, and cost proposal. The RFP will be evaluated based on all criteria listed in this RFP, its attachments and its addendums.
Respondents must be on the Office of the State Auditor approved IPA list, possess demonstrated governmental auditing experience, forensic auditing and fraud investigation expertise, higher education auditing experience, knowledge of New Mexico auditing requirements, sufficient staffing and resources, and experience supporting litigation and investigative matters. Unauthorized contact with NMHU employees other than the designated point of contact may lead to proposal rejection. Failure to comply with mandatory RFP requirements may result in rejection. Any offerors who makes such unauthorized contact shall be deemed to have violated the terms and conditions of this rfp and offerors proposal may be rejected as a result.
