Guard is seeking information for main diesel engine
renewals in the 270 Medium Endurance Cutter fleet. Interested parties must submit a brief capabilities statement and answers to specific questions. Ship checks will be held on October 15, 2025, in Portsmouth, VA. Responses are due by October 31, 2025. The contractor must provide an OEM authorized tech rep for FM ALCO 251 engine. The contractor must furnish and install all protective measures. The contractor must complete the following inspections. The contractor must prepare and coat all new and disturbed surfaces to match existing adjacent surfaces. The contractor must dispose of all system fluids, cleaning and flushing fluids, and wastes in accordance with SFLC Std Spec ****, appendix a, requirements for environmental protection. The contractor must accomplish all electrical work in accordance with SFLC Std Spec **** and test cables in accordance with SFLC Std Spec 3041. The contractor must install and maintain staging will be required in the engine room **** to mount lifting padeyes in the overhead, remove temporary interferences, remove exhaust, run cables, install exhaust, and reinstall temporary interferences. The contractor must install and maintain temporary handrails around temporary access cuts and around fall hazards created by large equipment removal iaw osha1926. 501 and osha1910. 29. The contractor may perform all work required to cut open and close temporary access openings to facilitate accomplishment of the work specified herein. The engine shall be rigged out of the ship using an approved mde lifting rig and stored on temporary supports until shipping fixture is available. The contractor must close and lock out system valves and drain the engine fluid systems including: fuel oil supply and return, lube oil, jacket water and sea water. The contractor shall remove and retain all sensors, gauges, panels and wired equipment from the engines and ancillary equipment to prevent damage to electrical components. The contractor must make the following modifications. The contractor shall remove stub shaft between mdes and reduction gears rgs. The contractor must replace the flexible coupling inserts between the mde and the reduction gear. The tech rep will be present for all mde unpacking and installation activities. The contractor must install one 1 gfe lube oil coolers for fmalco 251 and 1 gfe main diesel engines mdes which must be installed through temporary access gained into the engine room ****. The contractor must ensure the oem tech rep is present to oversee or perform removals and installation of any mde component normally factory installed to maintain warranty. The contractor must lower main diesel engines onto clean and painted foundations and temporarily fasten to foundation in accordance with coast
guard drawing **** and 905wmec182001. The contractor shall connect mde and auxiliary piping systems and equipment including but not limited to pipes, hoses, valves, brackets, flex couplings, coolers and spinners. The contractor must verify all piping systems cleanliness in accordance with ****, astm **** before connecting to fmalco mdes. The contractor must install exhaust local to the equipment. The contractor must install portions of the lube oil system local to the mdes. The contractor shall install sensors, gauges, panels and all wired equipment necessary for mde and mpcms operation and monitoring. The contractor shall clear and remove all danger tags in accordance with coast
guard commandant instruction **** series. The contractor must flush all new and disturbed piping with clean fresh water until all debris is removed but no longer than five minutes. The contractor must hydrostatically test all new, disturbed, andor modified components and related piping of each affected piping system, in accordance with sflc std spec ****, appendix c, hydrostatic test. The contractor shall ensure that all mde gauges and measuring device
