Proposals must be received by 2:00 p. m. PST on Thursday, December 17, 2026. proposals must be received before the deadline.

The consultant is compensated no later than 30 days after the city receives advertising revenue and a verified billing. the consultant shall be compensated no later than thirty 30 days following receipt by the city of the applicable advertising revenue and submission of a written, verified billing.

The city will award based on the proposal that best serves its interests, considering criteria like approach, qualifications, past performance, and financial benefit. award the contract according to the proposal which best serves the interests of said city.

Proposers must be licensed in California and possess a Visalia business tax certificate before starting work. consultant is to be licensed in accordance with the california business and professions code and is to possess current professional registration and be licensed to perform work in the state of california.

Questions must be submitted in writing no later than Wednesday, December 2, 2026. questions may be asked at any time prior to, but no later than wednesday, december 2, 2026.

Proposals may be rejected if incomplete, contain irregularities, or are conditional. the city may reject the proposal if it is deemed incomplete, contains irregularities of any kind, or is offered conditionally.

Proposals must be received by 10:00 AM EST on Monday, November 30, 2026. responses received after this date and time will not be accepted or recognized.

Payment schedule is part of the project plan. the bidder shall provide a preliminary project plan within ten (10) days following contract award including payment schedule. Final acceptance and associated payment require written county approval.

The successful bidder must provide a minimum 3-year workmanship warranty at no additional cost, plus a service plan for 2 years thereafter. the successful bidder shall provide a minimum of a three (3) year workmanship warranty at no additional cost

Award is to the lowest responsible bidder. it is the intent of the county to conform to nh rsa 28:8e to award a contract to the lowest responsible bidder

Deliverables are due as specified in the PWS; if a due date falls on a weekend or holiday, submit on the last workday prior. Contractor personnel must be US citizens, obtain CAC or PIV ready status, and pass an FBI national criminal history check. personnel must be citizens of the united states and obtainmaintain a favorable fbi national criminal history check fingerprint check.

Contractor personnel unable to obtain or maintain an adjudicated Tier 3 investigation must be removed from performing work. if at any time, any contractor personnel requiring a cac is unable to obtainmaintain an adjudicated tier 3 investigation, the contractor will immediately notify the dhra enterprise operations center deoc security office and remove such person from performing work under this contract.

The selection process shall determine which bidder provides the best value in meeting the needs of AOC. the bidder that receives the highest total number of possible points may be presented to AOC management for consideration as a finalist for the apparent successful bidder.

Bidders must have at least three years of experience providing LMS solutions and successful completion of at least two LMS projects of similar scope. at the minimum three 3 years of experience providing, implementing, and supporting learning management system lms solutions.
