The deadline to submit proposals is April 17, 2026, prior to 2:00 PM local time.

Proposals shall be evaluated on company background and experience, technical capability, qualifications of the staff, references, case studies, adequacy of personnel, timely completion of past projects, and effectiveness of outcomes (70%), and price (30%).

The vendor should demonstrate expertise in geotargeted campaigns within a defined service area, strong analytics and reporting, and preference will be given to those with experience working with community colleges, higher education institutions, or local community organizations within Worwic's service area.

The bid notice mentions that failure of the contractor to meet any deadline is grounds for termination by default, and the college reserves the right to assess liquidated damages and/or make an open market purchase. Nonperformance of work may be grounds for the firm's termination from the contract.

The score will be based on a 100-point scale, with evaluation categories including submission form completion (10 points), organization, qualifications, experience, and references (65 points), and master agreement acceptance (25 points). A minimum score of 60 points is required for an award.

Respondents must be public entities, private for-profit companies, or nonprofit companies and institutions. They must also complete and submit the debarment, performance and non-collusion certification form.

Respondents may appeal the award decision by submitting a written protest within five business days of the date of the award notice.
