The bid proposals will be received by the City of Wilson Purchasing Manager until 2:00 p. m. , Monday, June 1, 2026. The initial contract period shall run from 7/1/26 to 6/30/27.

Payment terms are net not later than 30 days after receipt of a correct invoice or acceptance of goods, whichever is later.

All qualified proposals bids will be evaluated and award made to firms whose proposal bid is deemed to be in the best interest of the City of Wilson, all factors considered. Bids shall be awarded to the lowest responsive responsible bidder, taking into consideration adherence to specifications, quality, performance, the time of delivery, technical support, past performance and other relevant factors.

All qualified proposals bids will be evaluated and award made to firms whose proposal bid is deemed to be in the best interest of the City of Wilson, all factors considered.

In case of default by the vendor, the City of Wilson may procure the articles or services from other sources and hold the vendor responsible for any excess cost occasioned thereby.

Questions about this bid shall be emailed to ***@***. *. * with **** water chemicals in the email subject for a response. An addendum will be posted if questions are received that are considered relevant to this bid. Questions are due no later than 5/26/26 by 5:00 pm.

Late bids will not be considered. The City of Wilson reserves the unqualified right to reject any and all offers if determined in its best interest.

The bid submission deadline is thirty (30) calendar days after the issue date, at 2:00 PM local time, which is June 15, 2026.

The bid notice does not explicitly detail payment terms for the financing itself, but it requests respondents to state whether payments are monthly, quarterly, semiannual, or annual and to provide amortization schedules.

The city will evaluate responses based on criteria including interest rate, net interest cost, total debt service, rate lock protection, financing structure, amortization, payment frequency, term options, debt service flexibility, all fees, costs of issuance, bank counsel costs, closing costs, ongoing administrative costs, legal security structure, prepayment, call, refinancing, early payoff flexibility, experience with Florida municipalities, responsiveness, completeness, statutory disclosures, ability to close, financial strength, references, service approach, and local/regional public sector banking support. The city is not obligated to award to the lowest stated interest rate if another proposal is determined to provide the best overall value.

Respondents must demonstrate that they are qualified, authorized, and capable of providing the requested municipal financing. This includes providing legal name, principal office, evidence of authorization to conduct business in Florida, confirmation of entity type, credit ratings, description of regulatory actions or litigation, identification of the proposed lending team, and references for public sector clients.

Any protest, objection, or challenge concerning this RFQ, the ranking, or intended award must be filed in accordance with the city's procurement policies, ordinances, or procedures then in effect. Respondents are responsible for timely filing.

Violating the cone of silence procurement communication rules, which prohibits lobbying or attempting to influence city officials outside the authorized process, may result in disqualification.

The estimated financing amount is approximately $1,500,000.
