The government anticipates this effort to require no more than $34 million annually.

Grantees have the option to receive up to 25% of their award in advance. After the initial advance, the contract assumes a cost reimbursement structure, with monthly invoices required. Applicants must be a 501(c)(3) nonprofit organization or partner with one, serve Boston residents, demonstrate capacity for payroll records, have active SAM. gov registration, be able to complete invoicing training, have administrative capacity for cost-reimbursement, and demonstrate experience serving individuals with substance use disorder and specific Boston neighborhoods.

Applications that do not include mandatory activities (linkage to treatment, overdose education, naloxone distribution) will not be considered for funding. Text exceeding page limits in the proposal will not be reviewed.

The city is offering four awards of up to $150,000 each. bphc will award up to 150, 000 per grantee.

Proposals must be submitted no later than Wednesday, September 9, 2026, by 4:00 p. m. Central Standard Time.

Payments shall be made by State promptly after County submits an invoice for services performed and the services have been determined acceptable by State's authorized agent. Invoices shall be submitted in a form prescribed by State, if applicable, and according to the following schedule: each month grantee shall submit an expenditure report to Enterprise Grant Management System (EGMS) to request reimbursement and report expenditures.

Eligible responders include Minnesota counties. Priority will be given to proposals submitted on behalf of multicounty collaboratives. Tribal nations are also eligible but will be awarded funds through a separate process.
