The U. S. Fish and Wildlife Service (FWS) is seeking qualified contractors to provide comprehensive technical AE services on an as-needed basis in support of the FWS dam safety program. The announcement is being issued under a full and open competition strategy, with the intent to reserve at least two awards for small businesses. The term of each IDIQ contract will be for a five (5) year ordering period, shall not exceed $20,000,000 per contract over the five (5) year period, and have a minimum guarantee of $500. The cutoff for submitting questions and inquiries to this solicitation is 12:00 p. m. EST, March 31st, 2026. All responses SF 330 package to this announcement must be received no later than 12:00 p. m. EST, April 10th, 2026.

The government is interested in all potential sources, including small businesses. Potential sources should submit questions to the provided email addresses. The contract provides onsite operation, maintenance, inspections and support services for all fire alarm, fire protection, and notification systems. The contractor must provide all qualified personnel, equipment, supplies, transportation, materials, and supervision. The work will be performed at NSWCCD facilities located in Bethesda, Maryland and Gaithersburg, Maryland. The contract includes a base year and four option years. The contractor must submit a quality control plan within 10 work days after award. The government will award a firm fixed price contract for the base year with four options. Contractor personnel must pass a background check and maintain a secret clearance. The contractor shall submit the applicable data per the CDRLs in the technical exhibits section. All invoices and proposals must include specific items. The contractor shall provide uniforms to all personnel working on site with the company name and logo located on the upper left chest of the shirt. The contractor shall attend any post award conference. The government has unlimited rights to all documents and/or material produced under this contract. The contractor shall notify the COR immediately whenever it becomes aware of such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the COR to avoid or mitigate any such OCI. The contractor shall at all times protect and preserve all materials, supplies and equipment of every description including government property. The contractor shall be responsible for any damage to government property, equipment, facilities and surrounding areas. The contractor shall be responsible for all repairs to bring damaged materials back to their original condition. The contractor shall be responsible for the security of his supplies and equipment and vehicles. The contractor shall comply with local, state, federal, environmental, and occupational safety and health act osha rules and regulations. The government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel. The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement.

This is a sole source contract to Conquest Solutions for fire protection services at the Naval Surface Warfare Center Carderock Division. Interested parties may submit a capability statement, proposal, or quotation. Responses are due by the date specified in the notice.
