Your quotation must be submitted on or before 17:00 Ashgabat time on June 26, 2026.

Payment terms are net 30: payment is due 30 days after the later of completion and acceptance of the service, or receipt of a proper invoice.

The contract will be a firm fixed price with no adjustment for any escalation in costs or prices. The manufacturers warranty is included in the rates.

The U. S. Government intends to award a contract purchase order to the responsible company submitting the technically acceptable offer at the lowest price.

The contractor shall provide ansul authorized, factory trained and certified personnel. Minimum qualification experience time with wet chemical fire suppression system operation is two years.

Incomplete proposals will not be accepted. Failure to complete all required documents may result in the quote being considered unacceptable and rejected.

Final delivery of material is 365 days after submission of certification data. Early and incremental delivery is acceptable at no additional cost to the government.

A one-year warranty from the date of delivery is required.

Past performance will be considered in the evaluation of offers.

The period of performance is from July 6, 2026, to October 5, 2026.

Payment will be made based on a percentage or stage of completion. The contractor may invoice each contract line item (CLIN) as work progresses. A minimum of 25% completion is required before invoicing for each CLIN, though this may be waived by the contracting officer. 10% of the total contract price will be withheld until all deliverables are received and accepted.

Defective or deficient work or materials must be corrected within 60 days from the date of redelivery. The government is entitled to rely upon any longer guarantee provided by the contractor or subcontractor. An additional 60-day guarantee period will apply to corrected defects.

The award will be made to the responsible offeror whose quote conforming to the solicitation offers the best value to the government using the lowest price technically acceptable approach. Factors include technical capability, price, and past performance.

Offerors must be registered with the Joint Certification Program (JCP) to access drawings. Required documents include a completed ****, schedule of supplies and services, past performance documentation, welding certifications, proof of insurance, drydock certification, AMPP/NACE/QP1 certification, planning document, SAM UEI, JCP certification proof, and a completed representation and certification form.

Protests must be filed within the period specified in FAR ****(e). Clarifications shall be answered via amendment and received no later than June 15, 2026, at 2:00 PM EST.

Quotes that do not include all required documents may be considered incomplete and may not be considered. Failure to request drawings by the deadline may result in the proposal not being accepted.

The site visit meeting minutes, slides, and sign-in sheet from the pre-bid conference site visit held on 28 May 26 are available. The time of the site visit was specified as 1:00 pm CDT on 28 May 26.

Delivery is required within 120 days after award, FOB destination.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP).

OEM standard warranties shall apply to the chassis, aerial lift, and installed equipment. Warranty shall begin upon acceptance by GWMP.

The government will award to the responsible quoter whose quote conforming to all terms herein will be most advantageous to the government, price and other factors considered, specifically the lowest priced technically acceptable quote.

All potential quoters must be registered in the System for Award Management (SAM) in order to receive government contracts.

If the contractor fails to respond in a timely manner to any requirements of the purchase order, delay will be attributed to the contractor. Although the period of performance may change due to the delay, the price may also be subject to a downward adjustment only.

Failure to submit any of the information requested in this RFQ may lead to the rejection of your quotation without further consideration. Any terms and conditions or conflicting information that is considered unacceptable by the government and cannot be resolved may result in the quoter being removed from consideration.
