This is a Request for Proposal (RFP) from the State of Vermont, Office of Purchasing and Contracting, seeking to establish contracts for fire extinguishers and related services. The scope includes annual inspections, hydrostatic testing, maintenance, recharging, and repairs for agency-owned fire extinguishers at various locations. Bidders must be factory authorized and use manufacturer-approved parts. All work must comply with NFPA 10 standards. Temporary replacement extinguishers will be provided during repairs. A one-year warranty on materials and workmanship is required. Bids are due by April 17, 2026, 4:30 PM EST. All communications must be directed to the designated State contact. Questions are due by April 3, 2026. Bids must be submitted electronically. The contract period is two years with an option to renew for up to three additional 12-month periods. The bid responses are due by April 17, 2026, 4:30 PM EST. The state may issue an addendum to change this date and time, which will be posted online.
Payment terms are net 30 days from the date the state receives an error-free invoice with all necessary supporting documentation. Percentage discounts may be offered for prompt payments if they are in effect for 30 days or more.
The supplier shall guarantee all materials and workmanship for a period of one (1) year after acceptance by the agency.
Awards will be made under the provisions of 29 V. S. A. 903. The state may award one or more contracts. All other considerations being equal, preference will be given to resident bidders of the state and/or products raised or manufactured in the state, purchase of goods produced in the United States, and bidders who have practices that promote clean energy and address climate change.
Bidders are required to indicate in the certificate of compliance whether political subdivisions and independent colleges of the state may participate in the awarded contract at the same prices, terms and conditions. Bidders must also be registered with the Vermont Secretary of State's office and obtain a contractor's business account number from the Vermont Department of Taxes.
The contract may be terminated at the expense of the contractor if the commissioner determines that the sample or product submitted is not in accordance with the specifications or testing requirements. The state reserves the right to terminate a contract upon discovery that a contractor failed to disclose facts pertaining to a conflict of interest.
The commissioner reserves the right to request a representative sample of the product offered at any time prior to or after award of a contract. Samples must be submitted free of charge and accompanied by the bidder's name and address, descriptive literature, and a statement indicating how and where the sample is to be returned.
Questions must be submitted in writing no later than April 3, 2026, 4:30 PM EST. Questions or comments not raised in writing on or before the last day of the question period are thereafter waived.
