The Moline Coal Valley School District No. 40 is seeking sealed bids for fire alarm system inspection services. Bids are due by 2:30 p. m. on April 21, 2026. Specifications can be obtained by emailing ***@***. *. * contract period is from July 2026 to June 30, 2029. The successful vendor must provide a one-year warranty and a performance bond. Bidders are responsible for field verification of devices and must comply with NFPA standards. The award will be based on the lowest responsible proposal. Site visits are mandatory. Additional documents required include vendor information, civil rights certification, vendor eligibility certification, drug-free workplace certification, non-collusion affidavit, federal tax ID, and certification regarding debarment and lobbying.
The bid opening is scheduled for April 21, 2026, at 2:30 p. m. The services are to commence in July 2026 and continue until June 30, 2029.
The bid notice states that progress payments may be applied for once segments of the work have been completed, and all payments will follow the satisfactory completion of work including full documentation in a timely manner. Billings must be detailed.
The successful vendor shall provide a one-year warranty for all workmanship.
Proposals will be reviewed and considered on the basis of lowest responsible proposal meeting the scope of work for each base bid identified on the bid form. Purchase orders will be awarded to the lowest responsible bidders whose evaluation by the owner indicates to the owner that an award is in the best interest of district.
The contractor must be in the business of testing, inspecting, and servicing fire alarm systems and provide evidence of qualifications, sufficient means and sufficient reference. Contractor must provide personnel that are factory rated NICET 2 for testing and NICET 4 for programming.
If the contractor fails to perform inspection, testing, preventive maintenance and/or minor repair by the specified time period, this constitutes a deficiency. If the contractor fails to correct a deficiency within 48 hours, this constitutes another deficiency. An accumulation of three (3) written deficiencies during the total period of the contract shall result in a contract termination for cause.
The contractor is responsible for visiting the sites and becoming familiar with all existing conditions, the location of the equipment, and the general routine of the facility prior to submitting a bid. Questions shall be submitted in writing to the chief financial officer of the district. Replies will be issued to all bidders of record as addenda. No addenda will be issued later than three days prior to the date for receipt of bids. Submitted questions are due by noon on April 16, 2026.
